Shots fired – On August 24 at 9:00 PM, officers responded to the 14400 block of Otis Ct. in Haymarket to investigate shots fired call. Residents reported to police that gunshots were heard before two vehicles quickly fled the area. While investigating, officers located several shell casings in the area of Gypsum Hill Road and Sudley Road. No injuries or property damage was reported.

Drones are coming to the Prince William County Police Department.

Today, we learned the department would use the Unmanned Aircraft Systems, or "sUAS," for intelligence gathering to keep officers at a safe distance during a crisis or threat to the public and locate people who have been reported missing.

Robert Hand says he won't be intimidated or silenced after police visited his home after writing an email critical of the Prince William Board of County Supervisors.

Meanwhile, the man who forwarded that email to police and asked them to investigate, Rev. Cozy Bailey, the husband of sitting Potomac District Supervisor Andrea Bailey and member of the county police Citizens Advisory Board, broke his silence today.

You'll remember we first broke the story on August 12 that police visited Hand's Dumfries home on August 4, less than 24 hours after he sent his email to the Board of County Supervisors.

Prince William County 

Shooting into a Residential Dwelling – On August 23 at 8:30AM, officers responded to the Assembly Manassas Apartments located in the 10400 block of Butterfield St. in Manassas (20109) to investigate a destruction of property. A resident of an apartment reported to police that they located a hole in their living room furniture that morning. The investigation revealed that earlier that morning, an occupant of a neighboring apartment, later identified as the accused, fired a round into the ceiling of his apartment that traveled through the victim’s floor and furniture before lodging into the ceiling of the apartment.

No injuries or additional property damage were reported. Following the investigation, the accused, identified as Charlie Jose CASTELLONOS, was arrested.

Two shootings in Prince William County tonight are keeping police busy.

Police say a shooting took place about 11 p.m. in the 1300 block of East Longview Drive in Woodbridge, near Potomac View Elementary School. Two people were shot and taken to a local hospital.

There are no suspects in custody.

Two hours earlier, a man was shot in the 13100 block of Kittredge Drive in Dale City. He was taken to a local hospital with injuries that did not appear to be life-threatening.

We’ll post more on these two crimes as soon as we have more information.

A 15-year-old boy who was shot in the face in Dumfries a week ago has died. Now police are searching for a 17-year-old boy wanted for involuntary manslaughter in connection to his death.

Police tell us:

Shooting Investigation *ADDITIONAL CHARGES –  On August 18, the victim who was shot at a home located in the 2800 block of Banks Ct. in Dumfries (22026) on August 12, died as a result of the injuries.

Due to a change in Virginia law, the identity of the juvenile victim is not being disclosed. Following the death, and in consultation with the Commonwealth Attorney’s Office, an additional charge was obtained for the  juvenile suspect, identified as Ronnie Amarion MASSEY. 

Pursuant to a court order issued today, August 19, 2021 by the Juvenile and Domestic Relations Court of Prince William County, the Prince William County Police Department has received authorization to publicly release information identifying the juvenile suspect. With the release of the juvenile’s information, police are asking for the public’s help in locating this individual.

A newly obtained police bodycam video shows the conversation between an investigator and a Prince William County resident who sent an email criticizing the Board of County Supervisors.

In the transcript of the video below, the investigator tells the resident did nothing wrong and notes that county officials are pressing the issue of the email, which had the subject "government target," which asserts Alan Gloss, another county resident, is the target of two elected Board members.

Last week, we reported on the email and the subsequent police visit.

Carjacking outside IKEA store

Carjacking – On August 16 at 8:12PM, officers responded to IKEA located at 2901 Potomac Mills Cl. in Woodbridge (22192) to investigate a carjacking. The victim, a 38-year-old man, reported to police that he was parked in the loading area when an unknown man approached his vehicle. During the encounter, the suspect opened the driver’s door and brandished a firearm before demanding the victim exit the vehicle. When the victim got out of the vehicle, the suspect got into the driver’s seat and drove out of the area. At no point were shots fired nor was there any physical contact between the victim and the suspect. Officers canvassed the surrounding area for the vehicle, a 2013 Silver Hyundai Elantra with Virginia license plate: UGK-4004, which was not located.

 Suspect Description:

A black male, about 5’8”, possibly in his early 20’s, with a thin build. Last seen wearing a black hat, a face mask, and carrying a firearm

Shots fired outside an elementary school

Reckless Handling of a Firearm – On August 16 at 6:35PM, officers responded to Rosa Parks Elementary School located at 13446 Princedale Dr. in Woodbridge (22193) to investigate a shots fired call. The investigation revealed that a small group of people were in the parking lot of the school when shots were fired. One individual from the group fled the area in an older model dark-colored sedan, while two other individuals fled on foot. No injuries or property damage were reported. Shell casings were located in the parking lot and collected by officers. The suspects were described as black males

15-year-old shot in Dumfries 

Reckless Handling of a Firearm Causing Serious Bodily Injury – On August 12 at 1:56AM, officers responded to a residence located in the 2800 block of Banks Ct in Dumfries (22026) to investigate a shooting. The investigation revealed that the accused was handling a firearm in the home when it discharged and struck the victim, identified as a 15-year-old male juvenile, in the face. Police were immediately contacted, and officers arrived at the home where they rendered aid to the victim until rescue personnel arrived. The victim was transported to an area hospital where the injury was determined to be life-threatening. The accused and the victim are known to one another. The accused was detained at the home without incident and the firearm was recovered. No other injuries were reported. Following the investigation, the accused, identified as a 17-year-old male juvenile, was arrested.

Stafford County 

Multiple reports of fraudulent activity

Vista Woods Subdivision, 8/17, 8:38 a.m. A resident reported a phone call from someone claiming to be with the Social Security Administration. The caller relayed that the resident’s information was found during a search warrant related to drugs and money laundering. A subsequent fraudulent phone call asked the resident to obtain gift cards to avoid arrest warrants being issued.

Berea Church Road, 8/17, 11:49 a.m. Resident reported her information was used illegally to file for unemployment.

Walmart 217 Garrisonville Road, 8/17, 1:21 p.m. Loss prevention reported a customer stole a bag of lawn repair and then returned it for a refund. Deputies are reviewing store video to identify the suspect.

A woman was carjacked at gunpoint in Dale City Lake Ridge early Saturday morning and driven to a city nearly 200 miles away, and then left on the curb.

Police say:

Abduction | Carjacking – On August 7 at 4:09AM, officers responded to investigate an abduction and carjacking that was reported to have occurred at the Dale Forest Apartments located in the 12300 block of Midsummer Ln in Woodbridge (22192) earlier that morning. The investigation revealed that the victim, identified as an 18-year-old woman, arrived at her apartment, and was removing items out of her vehicle when she was approached by an unknown man armed with a handgun.

The man ordered the victim into the passenger seat before he got into the driver’s seat. The man drove the vehicle southbound on I-95, stopping once to get gas at an unknown location before continuing to south to the Chesapeake, VA area where he dropped the victim off at restaurant before driving off in the victim’s vehicle, described as a 2011 red Nissan Sentra with Virginia license plates UBD-3429. The victim was not injured or threatened during the encounter.

The victim eventually contacted police in Chesapeake to report the incident. The investigation continues.

Black male, unknown age, 5’9” with a thin build, light complexion, and curly brown hair
Last seen wearing a black shirt, black pants, white shoes, and orange mask
