Prince William Police Department:Shooting into an Occupied Dwelling *SUSPECTS IDENTIFIED | ARREST – On August 24, detectives identified the suspects involved in the shooting that was reported to have occurred at The Flats at Neabsco Commons Apartments located in the 2700 block of Neabsco Commons Place in Woodbridge (22191) on August 23. Further investigation revealed two vehicles were stopped in the above area when an occupant of one of the vehicles fired rounds towards the other vehicle. Both vehicles then quickly fled the area. The rounds struck the other vehicle and an apartment window. No injuries were reported. During the investigation, detectives determined the parties in both vehicles were known to one another. Further investigation revealed after the shooting incident, one of the occupants of the suspect vehicle, identified as a 16-year-old male juvenile sent threatening messages to an occupant of the other vehicle, identified as a 17-year-old male juvenile. Detectives identified the second suspect involved in the shooting incident as Caleb Bernard KOSIE and following the investigation, an adult arrest warrant and a juvenile detention order were obtained. On August 25, the 16-year-old male juvenile was taken into custody in the Woodbridge area while the KOSIE suspect turned himself in to police on August 28. Arrested on August 25: [Juvenile]

Stafford County Sheriff’s Office: “A juvenile student has been charged after a threat of violence to a Stafford County school.”

“On August 28 deputies learned of a threatening message left on the voicemail at Anthony Burns Elementary School this weekend. Sergeant J.T. Harrod III immediately began the investigation and coordinated with school staff to identify the caller. With the expert assistance of a network engineer for the schools, Sergeant Harrod quickly learned the phone number of the suspect.”

Prince William Police Department:Fatal Crash Investigation *DRIVER CHARGED – On August 29, crash investigators obtained charges for one of the drivers involved in the fatal crash that occurred in the area of Catharpin Road and Fallen Oaks Place in Gainesville (20155) on August 26. The drivers of the initial vehicles involved were found to have been traveling well above both the posted 40 MPH speed limit, and the recommended posted 30 MPH safe speed for roadway conditions at the curve where the crash occurred. The driver of the third vehicle, which was traveling in the opposite direction, was found to be operating their vehicle, a 2006 Scion, properly, and was uninvolved in the driving behavior of the other two drivers. The collision killed the 19-year-old driver of a 2016 Hyundai Elantra and injured a passenger inside the vehicle, who were both not properly wearing their seatbelt in the vehicle. Following the investigation, crash investigators charged the driver of the 2015 Toyota Corolla, identified as a 16-year-old male juvenile, who was also found to have been driving the vehicle without a license. A 16-year-old male juvenile of Haymarket [driver of the 2015 Toyota Corolla]. Charged with reckless driving and no operator’s license. Court Date: Pending | Status: Charged/Petitions Obtained. Identified: The deceased driver of the 2016 Hyundai Elantra was identified as Qais  JAILANI, 19, of Haymarket. The passenger of the 2016 Hyundai Elantra was identified as a 19-year-old man of Gainesville. The driver of the 2006 Scion was identified as a 50-year-old woman of South Riding.”

Stafford County Sheriff’s Office: “On August 28th at 9:32 p.m. Deputy S.T. Myers and his K-9 partner Gunner observed a stolen Ford F-150 at the Wawa on South Gateway Drive.”

“The driver of the stolen vehicle was reported to be Wayne Motley, 46, of Spotsylvania, who was already wanted for felony charges. Much like the Steel Curtain defense of the 1976 Pittsburgh Steelers, Deputy D.S. Jett, Sergeant M.E. Gordon and First Sergeant D.W. Fetterolf made their way to the scene to block any escape path.”

Prince William Police Department:Malicious Wounding | Domestic Related *ARREST – On August 24, the suspect sought in connection to the domestic dispute that was reported to have occurred at a residence located in the 1800 block of Tiger Lily Close in Woodbridge (22192) on August 23, was arrested. The accused, identified as Elijah Osha Devoe CHAPMAN, was taken into custody in Alexandria. Arrested on August 24: [No Photo Available] Elijah Osha Devoe CHAPMAN, 31, of the 1800 block of Tiger Lily Close. Charged with 1 count of malicious wounding, 1 count of preventing the summoning of law enforcement, 1 count of domestic assault & battery, 1 count of assault & battery, 3 counts of grand larceny, and 1 count of destruction of property. Court Date: Pending | Status: Incarcerated.”

Indecent Exposure *ARREST – On August 21, officers concluded the investigation into the indecent exposure that was reported to have occurred in to the 13200 block of Kahns Road in Manassas (20112) on July 13. While investigating the incident, officers received information leading to the identity of the suspect. On August 20, officers obtained arrest warrants for the accused, identified as Joel Brian WHITE, who was served while in custody in Alexandria the following day. Arrested on August 21: Joel Brian WHITE, 19, of no fixed address. Charged with indecent liberties. Court Date: Pending | Bond: Unavailable.”

Press Release: “A Manassas man is behind bars on multiple charges after he fled law enforcement Tuesday (Aug. 22). Virginia State Police have charged Cristian N. Valle, 25, in Fauquier County with one felony count of eluding law enforcement, two felony counts of possession of schedule I/II drug, one misdemeanor count of possession of schedule IV drug, one misdemeanor count of driving under the influence of drugs (DUID), one misdemeanor count possession of a concealed weapon, one misdemeanor count of no operator’s license, and one misdemeanor count of reckless driving. Valle was also wanted out of Maryland on a probation violation.”

“At approximately 8:08 a.m., the Fauquier Sheriff’s Office issued a ‘Be On the Lookout’ for a reckless driver just outside the Town of Warrenton. A short time later, state police observed the suspect vehicle, a 2012 Honda Accord, traveling southbound on Route 29 near the Route 17 business interchange in Fauquier County. State police initiated a traffic stop but the Honda failed to stop. A pursuit was initiated. ”

Prince William Police Department:Strangulation | Domestic Related *ARREST – On August 24, the suspect sought in connection to the domestic disputes that were reported to have occurred at the Motel 6 located at 17133 Dumfries Road in Dumfries (22025) between June 30 and July 2, was arrested. The accused, identified as Allan Jerod HARRIS, was taken into custody by Manassas City police. Arrested on August 24: [No Photo Available] Allan Jerod HARRIS, 45, of 4042 Chetham Way in Woodbridge. Charged with 1 count of strangulation and 2 counts of domestic assault & battery. Court Date: Pending | Bond: Unavailable.”

Strangulation | Domestic Related [Previously Released] – On July 5 at 2:03 p.m., officers responded to investigate an ongoing domestic dispute that was reported to have occurred at the Motel 6 located at 17133 Dumfries Road in Dumfries (22025) between June 30 and July 2. The investigation revealed on June 30, the victim, a 41-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused grabbed the victim and slapped her before throwing her to the ground. The parties eventually separated. On July 2, another verbal altercation between the victim and the accused escalated. During that encounter, the accused struck the victim several times and grabbed her throat before the parties separated. The victim reported minor injuries sustained during both encounters. On July 5, following the investigation, officers obtained arrest warrants for the accused, identified as Allan Jerod HARRIS. Attempts to locate the accused have been unsuccessful.”

Prince William Police Department:Malicious Wounding | Strangulation – On August 19 at 8:40 a.m., officers responded to Veteran’s Park located at 14300 Veterans Drive in Woodbridge (22191) to investigate an assault. The investigation revealed the victim, a 22-year-old woman, and a family member, identified as the accused, were involved in a verbal altercation while driving near the above area. During the encounter, the accused struck the victim multiple times before grabbing her neck and shoving her out of the moving vehicle. The victim was treated at the scene for minor injuries. Following the investigation, officers obtained arrest warrants for the accused, identified as Steven Jose MORALES. Attempts to locate the accused have been unsuccessful. Wanted: [Photo from April 2023] Steven Jose MORALES, 28, of the 1200 block of Riggs Court in Woodbridge. Described as a Hispanic male, approximately 6’0, 232lbs., with black medium length hair, brown eyes, and a full beard. Wanted for malicious wounding, strangulation, and domestic assault & battery.”

Reckless Handling of a Firearm – On August 18 at 2:09 p.m., officers responded to H & M Auto Service located at 14725 Industry Court in Woodbridge (22191) to investigate a destruction of property. The investigation revealed sometime between August 17 at 6:30 p.m. and August 18 at 9:30 a.m., a round was fired into the business, striking an interior wall. At the time of the incident, the business was closed and unoccupied. No injuries or additional property damage were reported.”
