Stafford County Sheriff’s Office: “On August 30th at 12:25 p.m. Lieutenant D.T. Diggs was traveling southbound on I-95 near the 141 mile-marker when he observed a black Mercedes on the shoulder behind him approaching at a high rate of speed.”
“First Sergeant W.T, Johnson was also traveling southbound on I-95 on his marked Harley Davidson just ahead of Lt. Diggs. It appeared the Mercedes driver noticed the law enforcement motorcycle and entered the flow of traffic in front of Lt. Diggs’ unmarked patrol vehicle. As the suspect pulled even with First Sgt. Johnson, both deputies activated their emergency equipment to conduct a traffic stop.”
Prince William Police Department: “Shooting into an Occupied Vehicle – On August 31 at 8:57 p.m., officers responded to the area of Panther Pride Drive and Harwood Oaks Court in Dumfries (22026) to investigate a shots fired call. The investigation revealed multiple shots were fired before a vehicle was seen quickly leaving the area. While investigating the incident, officers were notified a separate occupied vehicle was struck by the gunfire while driving in the above area and fled prior to contacting the police. While checking the area, officers located shell casings in a parking lot on Harwood Oaks Court. No injuries or additional property damage were reported.”
“Carjacking – On August 31 at 10:27 p.m., officers responded to the area of Lightner Road and James Madison Highway in Haymarket (20169) to investigate a carjacking. The investigation revealed the victim, an 18-year-old man, arranged an exchange of vehicles with an unknown man via a social media app. While in the parking lot of the above area, the suspected buyer, and another unknown man, arrived in a vehicle. On July 27, detectives began an investigation into inappropriate communication involving a former teacher with Prince William County Schools that was reported to have occurred in Prince William County in July 2023.
Prince William Police Department: “Fatal Crash Investigation *DRIVER CHARGED – On August 29, crash investigators charged one of the parties involved in the fatal crash that occurred in the area of Neabsco Mills Road and Smoke Court in Woodbridge (22191) on August 20. The impact of the collision killed a 67-year-old man who was operating a 2018 Yamaha FX 5 moped when it was struck from behind by the vehicle being driven by the accused. Following the investigation, the driver of the 2013 Chevrolet Malibu, identified as Tiffany Lowan RANDOLPH, was charged. Charged on August 29: [No photo available] Tiffany Lowan RANDOLPH, 41, of 9604 Varus Place in Upper Marlboro, Maryland. Charged with reckless driving. Court Date: Pending | Status: Charged. “Aggravated Sexual Assault | Attempted Abduction *SUSPECT IDENTIFIED | ARREST – On August 30, 2023, detectives arrested a man sought in connection to the sexual assaults of two girls that were reported to have occurred in the 3800 block of Graham Park Road in Triangle (22172) in May of 2022. While continuing to investigate the incident over the past several months, detectives worked in coordination with Fairfax County police who arrested a man in connection to a sexual battery and abduction incident that occurred in their jurisdiction. Ultimately, Prince William County detectives were able to connect the suspect arrested in Fairfax County to the incidents in Triangle from May of last year. Following the investigation, detectives obtained arrest warrants for the accused, identified as Hien The DINH, who was served on those charges at the Adult Detention Center in Fairfax County where he remains in custody. Prince William Police Department: “Death Investigation *CASE RECLASSIFIED | DECEASED IDENTIFIED – On August 29, crash investigators received confirmation on the identity of the man who was struck and killed by a train near the Featherstone Road railroad crossing in the area of Featherstone Road and Marseille Lane in Woodbridge (22191) on August 12.”
“The Office of the Chief Medical Examiner confirmed the identity of the deceased as a 66-year-old man of Woodbridge through familial DNA collected during the investigation. Based on information obtained by investigators, there are indications the deceased may have intentionally walked along the trains and made no attempts to move off the tracks as the train approached and sounded its horn repeatedly. Following the investigation, and due to the incident not occurring at a crossing, the case will be classified as a death, possible suicide, and no longer a crash. Identified: The deceased was identified as Jay Douglas ALVEY, 66, of Woodbridge.”
Prince William Police Department: “Strangulation | Domestic Related – On August 25 at 2:46 a.m., officers responded to investigate a domestic that was reported to have occurred at the Coverstone 4 Apartments located in the 7600 block of Cass Place in Manassas (20109) on August 24 at approximately 3:00 a.m. The investigation revealed the victim, a 19-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused pushed the victim before separating. A second verbal argument later that day occurred when the accused grabbed the victim by the neck and lifted her onto the stovetop before pulling her down to the ground. The following morning the accused forcibly prevented the victim from leaving the residence before pushing her to the floor. When the victim attempted to contact the police, the accused took her phone. The victim was eventually able to leave the apartment and walked to a nearby business where police were contacted. The victim reported minor injuries. Following the investigation, officers obtained warrants for the accused, identified as Jerome COCHURAN-DANIELS Jr. Attempts to locate the accused have been unsuccessful. Wanted: [Photo from February 2023] Jerome COCHURAN-DANIELS Jr., 20, of the 7400 block of Barbados Lane in Manassas. Described as a black male, approximately 6’3, 180lbs., with black hair, brown eyes, and a tattoo onhis right arm. Wanted for 1 count of strangulation, 1 count of abduction, 3 counts of domestic assault & battery, and 1 count of preventing the summoning of law enforcement.”
“Aggravated Assault – On August 26 at 12:21 a.m., officers on a concert detail at Jiffy Lube Live located at 7800 Cellar Door Drive in Bristow (20136) were alerted to a fight in the ‘C’ parking lot area. The investigation revealed the victim, a 30-year-old man, was involved in a verbal altercation with a man, after bumping into his female acquaintance. During the encounter, the man struck the victim causing both parties to fall to the ground where the suspect continued to assault the victim. The parties eventually separated, and the suspect walked away with the woman. The victim was transported to an area hospital with non-life threatening injuries. The suspect could only be described as a Hispanic male.”
Prince William Police Department: “Shooting into an Occupied Dwelling *SUSPECTS IDENTIFIED | ARREST – On August 24, detectives identified the suspects involved in the shooting that was reported to have occurred at The Flats at Neabsco Commons Apartments located in the 2700 block of Neabsco Commons Place in Woodbridge (22191) on August 23. Further investigation revealed two vehicles were stopped in the above area when an occupant of one of the vehicles fired rounds towards the other vehicle. Both vehicles then quickly fled the area. The rounds struck the other vehicle and an apartment window. No injuries were reported. During the investigation, detectives determined the parties in both vehicles were known to one another. Further investigation revealed after the shooting incident, one of the occupants of the suspect vehicle, identified as a 16-year-old male juvenile sent threatening messages to an occupant of the other vehicle, identified as a 17-year-old male juvenile. Detectives identified the second suspect involved in the shooting incident as Caleb Bernard KOSIE and following the investigation, an adult arrest warrant and a juvenile detention order were obtained. On August 25, the 16-year-old male juvenile was taken into custody in the Woodbridge area while the KOSIE suspect turned himself in to police on August 28. Arrested on August 25: [Juvenile]

“On August 28 deputies learned of a threatening message left on the voicemail at Anthony Burns Elementary School this weekend. Sergeant J.T. Harrod III immediately began the investigation and coordinated with school staff to identify the caller. With the expert assistance of a network engineer for the schools, Sergeant Harrod quickly learned the phone number of the suspect.”
Prince William Police Department: “Fatal Crash Investigation *DRIVER CHARGED – On August 29, crash investigators obtained charges for one of the drivers involved in the fatal crash that occurred in the area of Catharpin Road and Fallen Oaks Place in Gainesville (20155) on August 26. The drivers of the initial vehicles involved were found to have been traveling well above both the posted 40 MPH speed limit, and the recommended posted 30 MPH safe speed for roadway conditions at the curve where the crash occurred. The driver of the third vehicle, which was traveling in the opposite direction, was found to be operating their vehicle, a 2006 Scion, properly, and was uninvolved in the driving behavior of the other two drivers. The collision killed the 19-year-old driver of a 2016 Hyundai Elantra and injured a passenger inside the vehicle, who were both not properly wearing their seatbelt in the vehicle. Following the investigation, crash investigators charged the driver of the 2015 Toyota Corolla, identified as a 16-year-old male juvenile, who was also found to have been driving the vehicle without a license.
