Prince William Police Department:Fatal Crash Investigation *DRIVER CHARGED – On August 29, crash investigators charged one of the parties involved in the fatal crash that occurred in the area of Neabsco Mills Road and Smoke Court in Woodbridge (22191) on August 20. The impact of the collision killed a 67-year-old man who was operating a 2018 Yamaha FX 5 moped when it was struck from behind by the vehicle being driven by the accused. Following the investigation, the driver of the 2013 Chevrolet Malibu, identified as Tiffany Lowan RANDOLPH, was charged. Charged on August 29: [No photo available] Tiffany Lowan RANDOLPH, 41, of 9604 Varus Place in Upper Marlboro, Maryland. Charged with reckless driving. Court Date: Pending | Status: Charged. Identified: The operator of the 2018 Yamaha FX 5 Moped was identified as Junaid Mahmood QURESHI, 67, of Woodbridge.”

Aggravated Sexual Assault | Attempted Abduction *SUSPECT IDENTIFIED | ARREST – On August 30, 2023, detectives arrested a man sought in connection to the sexual assaults of two girls that were reported to have occurred in the 3800 block of Graham Park Road in Triangle (22172) in May of 2022. While continuing to investigate the incident over the past several months, detectives worked in coordination with Fairfax County police who arrested a man in connection to a sexual battery and abduction incident that occurred in their jurisdiction. Ultimately, Prince William County detectives were able to connect the suspect arrested in Fairfax County to the incidents in Triangle from May of last year. Following the investigation, detectives obtained arrest warrants for the accused, identified as Hien The DINH, who was served on those charges at the Adult Detention Center in Fairfax County where he remains in custody. Arrested on August 30, 2023: [No Photo Available] Hien The DINH, 20, of 112 Austin Court in Stafford. Charged with 2 counts of aggravated sexual assault and 1 count of attempted abduction with intent to defile. Court Date: Pending | Status: Incarcerated.”

Prince William County Police:Fatal Crash Investigation – On August 30 at 7:35 p.m., crash investigators responded to the area of Minnieville Road and Hedgewood Drive in Woodbridge (22193) to investigate a crash.”

“The investigation revealed the drivers of a 2011 BMW 535, and a 2014 Nissan 370 Z were traveling southbound on Minnieville Road at a high rate of speed when the driver of the Nissan attempted an aggressive maneuver to pass a pick-up truck. While attempting the maneuver, the driver of the Nissan lost control of the vehicle and struck the driver’s side area of the BMW.”

Prince William Police Department:Death Investigation *CASE RECLASSIFIED | DECEASED IDENTIFIED – On August 29, crash investigators received confirmation on the identity of the man who was struck and killed by a train near the Featherstone Road railroad crossing in the area of Featherstone Road and Marseille Lane in Woodbridge (22191) on August 12.”

“The Office of the Chief Medical Examiner confirmed the identity of the deceased as a 66-year-old man of Woodbridge through familial DNA collected during the investigation. Based on information obtained by investigators, there are indications the deceased may have intentionally walked along the trains and made no attempts to move off the tracks as the train approached and sounded its horn repeatedly. Following the investigation, and due to the incident not occurring at a crossing, the case will be classified as a death, possible suicide, and no longer a crash. Identified: The deceased was identified as Jay Douglas ALVEY, 66, of Woodbridge.”

“Drivers will notice the enhanced HOV enforcement on Thursday, Aug. 31 and Friday, Sept. 1. To qualify for toll-free HOV3+ travel on the 66 Express, drivers must be transporting three or more people in a non-commercial two-axle vehicle less than seven (7) feet tall and 18 feet long, equipped with an E-ZPass Flex transponder set to HOV On.”

“The HOV3+ policy in effect on the 66 Express Outside the Beltway is mandated by the Virginia Department of Transportation (VDOT). The express lanes; HOV rules apply 24 hours a day, seven days a week.”

Prince William Police Department:Strangulation | Domestic Related – On August 25 at 2:46 a.m., officers responded to investigate a domestic that was reported to have occurred at the Coverstone 4 Apartments located in the 7600 block of Cass Place in Manassas (20109) on August 24 at approximately 3:00 a.m. The investigation revealed the victim, a 19-year-old woman, and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused pushed the victim before separating. A second verbal argument later that day occurred when the accused grabbed the victim by the neck and lifted her onto the stovetop before pulling her down to the ground. The following morning the accused forcibly prevented the victim from leaving the residence before pushing her to the floor. When the victim attempted to contact the police, the accused took her phone. The victim was eventually able to leave the apartment and walked to a nearby business where police were contacted. The victim reported minor injuries. Following the investigation, officers obtained warrants for the accused, identified as Jerome COCHURAN-DANIELS Jr. Attempts to locate the accused have been unsuccessful. Wanted: [Photo from February 2023] Jerome COCHURAN-DANIELS Jr., 20, of the 7400 block of Barbados Lane in Manassas. Described as a black male, approximately 6’3, 180lbs., with black hair, brown eyes, and a tattoo onhis right arm. Wanted for 1 count of strangulation, 1 count of abduction, 3 counts of domestic assault & battery, and 1 count of preventing the summoning of law enforcement.”

Aggravated Assault – On August 26 at 12:21 a.m., officers on a concert detail at Jiffy Lube Live located at 7800 Cellar Door Drive in Bristow (20136) were alerted to a fight in the ‘C’ parking lot area. The investigation revealed the victim, a 30-year-old man, was involved in a verbal altercation with a man, after bumping into his female acquaintance. During the encounter, the man struck the victim causing both parties to fall to the ground where the suspect continued to assault the victim. The parties eventually separated, and the suspect walked away with the woman. The victim was transported to an area hospital with non-life threatening injuries. The suspect could only be described as a Hispanic male.”
