Prince William Police Department: “Shooting into an Occupied Dwelling *SUSPECTS IDENTIFIED | ARREST – On August 24, detectives identified the suspects involved in the shooting that was reported to have occurred at The Flats at Neabsco Commons Apartments located in the 2700 block of Neabsco Commons Place in Woodbridge (22191) on August 23. Further investigation revealed two vehicles were stopped in the above area when an occupant of one of the vehicles fired rounds towards the other vehicle. Both vehicles then quickly fled the area. The rounds struck the other vehicle and an apartment window. No injuries were reported. During the investigation, detectives determined the parties in both vehicles were known to one another. Further investigation revealed after the shooting incident, one of the occupants of the suspect vehicle, identified as a 16-year-old male juvenile sent threatening messages to an occupant of the other vehicle, identified as a 17-year-old male juvenile. Detectives identified the second suspect involved in the shooting incident as Caleb Bernard KOSIE and following the investigation, an adult arrest warrant and a juvenile detention order were obtained. On August 25, the 16-year-old male juvenile was taken into custody in the Woodbridge area while the KOSIE suspect turned himself in to police on August 28. Arrested on August 25: [Juvenile]
