Virginia

Household water bills rose 62% on average from 2015 to 2025 across the nation’s 500 largest community water systems, the Virginia Mercury reports.

Those systems serve about 155 million people. The increase ran faster than overall inflation and more than twice the rate of grocery price increases over the same period. Bills also rose 19% faster than household incomes. In Louisiana, Maryland, New Hampshire and West Virginia, water bills grew about twice as fast as incomes. Average annual costs ranged from $286 in Idaho to $1,383 in West Virginia. For-profit providers charged more than publicly owned systems.

Fredericksburg

Run a business in Fredericksburg and the city starts taxing your receipts at $100,000. Cross into Spotsylvania and, on the numbers read in the room Monday, that same kind of tax does not start until $2 million. Head north into Stafford, and there is no tax of this kind at all. Three weeks ago, Stafford’s supervisors refused to bring one back.

That gap was a focus of the Fredericksburg Economic Development Authority during its Oct. 5 retreat. The authority did not vote, and it did not recommend a rate. Chair Meredith Schatz said she wanted the receipts in hand before she took the question to a Nov. 4 meeting with the city. She did not want to hand the City Council a problem with no solution attached.

Fredericksburg City Schools could join a regional Project SEARCH work-immersion program at the new Kalahari resort in Spotsylvania beginning in the 2027-28 school year, school board members heard Monday.

Chief Academic Officer Dr. Brendon Albon said the board will receive a memorandum of understanding in the next month or two for a partnership between Kalahari Resorts and Project SEARCH. The presentation was an information item only. The board took no vote.

“Once we have a new chief financial officer in place, I’m assured that we will have conversations about implementing those recommendations, or discussing potential implementation,” School Board Chair Katie Pomeroy said after the board received the final travel review, the Fredericksburg Free Press reports.

Robinson, Farmer, Cox Associates reviewed board travel from July 1, 2024, through June 30, 2025. The final report says Ward 4 member Malvina Kay used a purchase card not issued in her name once, and former at-large member Jarvis Bailey did so 27 times. It tells the division to issue cards in members’ names and require an authorized-user agreement, plus detailed receipts and no personal charges. For Kay’s April 2025 National School Boards Association conference in Atlanta, the report puts the division’s cost at $4,238.24, reduced by $410.41, for a net of $3,827.83. That trip included first-class and premium-economy airfare. The paper said the board voted unanimously Monday on updated norms and protocols, not on the travel recommendations.

Manassas

Manassas City Police shut down six massage businesses and arrested three people Tuesday in Operation False Front, the department said.

The operation started with a Crime Solvers tip. Detectives and assisting agencies served search and arrest warrants at the businesses and at homes in the City of Manassas, Fairfax County, and Prince William County. Police said they seized several hundred thousand dollars in cash, plus records. Several people the department described as human-trafficking victims were found and given services.
