Central Rappahannock Regional Library has been awarded a $6,000 grant from The Robert Cullen O’Neill Memorial Fund of The Community Foundation to purchase book prizes for its popular youth Summer Reading program.

The grant will fund complimentary books for children and teens who reach the 1,000- and 2,000-minute reading milestones. In 2025, participants earned an impressive 2,167 books through the program. Library officials emphasized that the Summer Reading initiative was not dependent on this single gift; additional prize support comes from local businesses Habit Burger and Raising Cane’s.

Manassas City Public Schools has joined a growing list of Northern Virginia districts reporting modest but persistent enrollment declines, reflecting broader demographic shifts affecting public schools across the commonwealth.

Fredericksburg

The Fredericksburg Police Department announced the arrest of 23-year-old Hien Dinh of Stafford County in connection with three sexual battery incidents reported along the Canal Path and Heritage Trail in March 2026.

Dinh, who has faced multiple prior sexual assault and battery charges across Northern Virginia jurisdictions dating back to 2021, was taken into custody March 31 and is being held without bond at the Rappahannock Regional Jail.

Fredericksburg City Council discussed recommended 8% increases in both water and sewer rates for fiscal years 2027 and 2028 during a budget work session on March 31, 2026. The proposals aim to ensure the long-term sustainability of the city’s utility funds.

PFM consultants, working with city staff, presented the rate study. The primary goals are to make the water and sewer funds self-supporting—covering operating expenses and capital needs without general-fund subsidies—and to maintain minimum cash reserves of about 150 days of operating expenses.
