There was one person on board the single-engine plane. Rowland A. Babcock, Jr., 78, of Ruther Glen, Va., died as a result of injuries suffered in the crash.
The aircraft came down in the parking lot of Greenline Service Corporation, a John Deere dealership located across the street from Shannon Airport on Tidewater Trail. The plane had taken off from Shannon Airport around 10:49 a.m. and was airborne for approximately 16 minutes before the crash.
A nearly 250-year-old home at one of Stafford County’s busiest intersections has found new life as a gathering place for local artisans, coffee lovers, and small businesses.
The Fredericksburg City Council advanced budget measures on June 23, 2026, to begin operationalizing previously set-aside funds in support of planning for the city’s 300th anniversary in 2028.
Deputy City Manager Mark Whitley presented companion resolutions during the regular meeting. City Council had earlier set aside $250,000 from fund balance for priority #26 — preparations for the tricentennial — but formal appropriation was required to allow the work to proceed. The City of Fredericksburg was established in 1728.
During the June 23, 2026, City Council work session, officials heard presentations on survey results and proposed policies for special events and street closures. The initiative aims to support community-benefiting events while addressing long-standing input from residents and businesses.
Chris Allen, Executive Director of Fredericksburg Main Street, presented findings from an August 2025 survey that drew more than 700 responses, including 326 Fredericksburg residents, 91 business owners or managers, 46 event organizers, and 37 city employees, plus others.
The Fredericksburg Area MPO’s Citizens Transportation Advisory Committee advanced its Complete Streets Plan for public review this summer, emphasizing the need for safer, more connected transportation networks as the region grows toward a projected 614,620 residents by 2055.
CTAC also ranked SmartScale funding priorities, supported further study of additional river crossings and southern routes to reduce congestion, and addressed ongoing TIP refinements and local maintenance concerns.

Witnesses described a suspect, and officers quickly detained Emmanuel Killeen, 24, also of Fredericksburg, nearby. Killeen was found in possession of two firearms and has been charged with two counts of carrying a concealed weapon. He is being held without bond at the Rappahannock Regional Jail and remains a person of interest in the homicide. A verbal argument between the victim and another party preceded the shooting, according to the initial investigation.
Detectives continue to process evidence at the scene. The department has increased patrol presence in the Bragg Hill area and thanked the Spotsylvania County Sheriff’s Office for its assistance. The Fredericksburg Police Department expressed its deepest condolences to Ruiz Mejia’s family and friends.
The City of Fredericksburg detailed plans for its annual Fourth in Fredericksburg celebration, including a full day of events, professional fireworks at approximately 9:00 p.m., and important safety measures due to hot and dry conditions.
Individual fireworks are prohibited in city parks on July 4th for community safety and park preservation, with the professional display overseen by local fire departments. Street closures will impact areas including the 600–800 blocks of Sophia Street, 100 block of Hanover Street, 100 block of Charlotte Street, and the 900 block of Prince Edward Street for the farmers market from 7 a.m. to 1 p.m.

The City of Fredericksburg’s FY 2027 budget includes a $1 million transfer from the Fredericksburg City Public Schools operating fund balance to the city’s operating fund.
The transfer was detailed during a budget work session and second reading ahead of final approval on May 12, 2026. Deputy City Manager Mark Whitley noted that city and school staff, along with Vice Mayor Charlie L. Frye, Jr. and Council Member Jannan W. Holmes, met regarding the move. Whitley described it as “a good option” that allows the schools to accomplish their goals.
