Crack Cocaine Found, 5 Charged

North Stafford, Va. –– A Stafford County sheriff’s deputy first though two cars were either involved in an accident, but drug charges were filed after he spoke with the cars’ occupants.

Police were called over the weekend to the intersection of Widewater and Flippo roads, off Decatur Road in the Widewater section of Stafford County, where he saw two cars parked and a woman standing outside of the vehicles.

The deputy questioned the woman and those inside the car, and then spoke with a man who appeared to have bloodshot eyes, slurred speech and a smell of alcohol on his breath, said Stafford sheriff’s spokesman Bill Kennedy.

The occupants of the cars –– all five of them –– told the deputy they were on their way to a party.

Police searched the cars and found marijuana, crack cocaine and alcohol, said Kennedy.

Alicia Izman, 23, of Silver Spring is charged with possession of marijuana and conspiracy to commit a felony.

Thomas Howard, 33, of Lorton, is charged with possession with the intent to distribute a schedule 1 substance.

William Smallwood, of Brownsville, N.J., is charged with drunk in public and with attempting to passes a schedule 1 substance.
Tommy Clark, 55, of Stafford County, is charged with drunk in public, attempted possession of a scheduled 1 substance and with conspiracy to commit a felony.

Carol Dotson, 44, of Spotsylvania County, is charged with attempted possession of a schedule 1 substance and with conspiracy to commit a felony.

Each was held on $2,500 bond.
