The Manassas Park Governing Body is scheduled to make a pivotal decision on Tuesday, October 1, 2024, regarding a proposed amendment that could alter the development sequence of the City Center at Manassas Park, known as Park Central. The amendment under consideration would allow the construction of 110 residential apartments before a promised office building, a shift from the original development agreement.
Initially, the development agreement required the construction of an office building before any residential units. However, due to changes in market conditions, particularly the downturn in demand for office space prompted by the increase in remote work, city officials are considering a change in strategy.
Interim City Manager Keith Nguyen highlighted the reasoning behind the amendment. “With the current market conditions, we believe prioritizing residential development will leverage the robust housing demand and bring immediate economic benefits to our community,” Nguyen stated. “This strategic shift is crucial for maintaining the momentum of the City Center’s development and ensuring its success.”
The City Center Phase development, a multi-faceted project initiated in 2012, has seen several amendments to adapt to changing market conditions and community needs. In addition to the apartments, the third Amendment prioritizes the construction and the opening of a new full-service steakhouse, slated to begin operations by the summer of 2025.
Nguyen confirmed that Jirani Coffeehouse, a local brand located in neighboring Manassas, known for its community-focused initiatives, is progressing with its construction plans downtown. “Jirani recently began drywalling work,” Nguyen noted, highlighting the anticipation of synergy between the new coffeehouse and the state-of-the-art public library nearby. An effort to bring a movie theater to Park Central has stalled. However, Nguuen told Potomac Local the city hopes to announce the project soon.
The development at Park Central already boasts significant community assets, including the new Park Central Library, which opened inside the new city hall building in September 2022. The library offers a range of modern facilities, such as virtual reality, 3D printing, and extensive programming, catering specifically to the needs of the Manassas Park community.
The public meeting on October 1 offers residents an opportunity to engage in the decision-making process, and city officials are urging community members to participate. “We encourage our residents to come forward, attend the meeting, and express their thoughts. Community engagement is vital as we make decisions that will shape the future landscape of our city,” said Nguyen.
The outcome of the amendment will determine the immediate construction priorities at City Center and set the stage for future developments, aiming to balance residential needs with commercial prospects in a way that supports the ongoing growth and vitality of Manassas Park.
