A Richmond man, 23, is charged with attempting to break into Heflin’s Garage on Warrenton Road.
The suspect, whose vehicle had been towed earlier, was seen acting suspiciously and was found to have attempted forced entry. He also entered multiple vehicles on the lot, stealing items from some. He faces charges of felony vandalism, breaking and entering with intent to commit larceny, and multiple counts of entering a vehicle without consent.
In other incidents, a 25-year-old Woodbridge driver was charged with DUI and reckless driving after being stopped for speeding on Foxchase Boulevard. Another DUI arrest occurred on I-95, where a 20-year-old Falls Church driver was found swerving and fluctuating speeds. Both drivers exhibited signs of intoxication and were held at the Rappahannock Regional Jail.
Additionally, there were reports of vandalism and theft on Windridge Drive and Kings Crest Drive, where suspects entered multiple cars, and a firearm was reported stolen from a vehicle on Jennifer Lane.

FRAUD
500 Block of Widewater Road, 11/3 1:46 p.m. Deputy C. D. Sullivan responded to a fraud report. The victim advised that an unknown person had withdrawn funds from their bank account.LARCENY
200 Block of Jennifer Lane, 11/3 3:12 p.m. Deputy J. W. Courtney responded to a larceny complaint. The victim reported that their firearm had been stolen. The victim stated that the firearm was last seen inside of their vehicle.Windridge Drive and Kings Crest Drive, 11/4 4:13 a.m. Deputies responded to numerous vandalism and theft reports in this area. Suspects entered multiple cars and rummaged through the vehicles. Some of the vehicles had items stolen from them.
DUI
Foxchase Boulevard and Cambridge Street, 11/4 12:07 a.m. Deputy P. J. Leon initiated a traffic stop on a speeding motorist in this area. Upon making contact with the driver, Deputy Leon noticed that the driver had glassy, bloodshot eyes and an odor of alcoholic beverage coming from their person. After conducting field sobriety tests, the driver was taken into custody. The driver was identified as Yami Arita, 25, of Woodbridge. Arita was charged with reckless driving by speed and driving under the influence. Arita was held at the Rappahannock Regional Jail until sober on an unsecured bond.Mile Marker 140.8, I-95 Northbound, 11/4 3:35 a.m. First Sergeant M. R. Flick was travelling northbound on I-95 when he observed a vehicle swerving across the lane markings and fluctuating in speed. The vehicle would fluctuate in speeds from 35 mph to 70 mph, all while in a 65-mph zone. A traffic stop was initiated and upon making contact with the driver, First Sergeant Flick observed the driver to have glassy, bloodshot eyes and a strong odor of alcoholic beverages emanating from their person. Deputy C. A. Osborne had responded to assist with the investigation. After performing field sobriety tests, the driver was taken into custody. The driver was identified as Emerson Temaj Lopez, 20, of Falls Church. Lopez was charged with driving under the influence, driving under the influence after illegally consuming alcohol, and failure to maintain lane. Lopez was held at the Rappahannock Regional Jail under an unsecured bond.
BREAKING AND ENTERING
Heflin’s Garage, 147 Warrenton Road, 11/4 10:41 p.m. Deputy R. A. Kehoe responded to the business for an attempted breaking and entering of the business. Upon arriving at the scene, Deputy Kehoe spoke to an employee at the business who showed Deputy Kehoe a door that had pry marks from an attempted forced entry. The employee stated that they suspected a subject, whose vehicle was towed earlier in the day, and had been acting suspiciously in the lot on multiple occasions. The suspect was identified as Jonathan Quintanilla Perla, 23, of Richmond. The investigation revealed that Perla did in fact attempt to forcibly break into the business. Additionally, Perla entered numerous vehicles on the lot and had stolen items from some of the vehicles. Perla was arrested and charged with felony vandalism, breaking and entering with the intent to commit larceny, twelve counts of entering a vehicle without consent of the owner, and three counts of petit larceny.
