Multiple DUI Arrests and Incidents in Stafford County

An incident occurred on Reservoir Road when a 32-year-old woman was found slumped over in a running vehicle. Police said she was arrested for driving under the influence, her third offense, and child neglect after it was revealed she had dropped her children off at school earlier.

On Sonoma Lane, a 35-year-old man was arrested for DUI after crashing into a tree. Witnesses reported erratic driving before the crash. Meanwhile, on the Falmouth Bridge, a 41-year-old woman was charged with DUI and other offenses after nearly colliding with a patrol vehicle.

Other incidents included a public intoxication arrest on Richmond Highway, where a 38-year-old woman was found running in the road. A hit and run at Walmart involved a 70-year-old man who left the scene due to a suspended license. Additionally, a larceny at Wawa led to the arrest of a 35-year-old man for shoplifting alcohol.

DRIVING UNDER THE INFLUENCE
Reservoir Road, 12/12 10:51 a.m. Deputy M. N. Sayegh responded to this area for a medical emergency. It was described that a female was slumped over in a parked vehicle. Deputy Sayegh made contact with the female in the still running vehicle and noted that the female’s speech was so slurred that it was hard to understand her. After administering field sobriety tests, the female was taken into custody. During a search of the vehicle, a burnt, cut straw was located. The investigation also revealed that the female had previously dropped her children off at school that morning. The female was identified as Kierstin Johnson, 32, of Stafford. Johnson was charged with driving under the influence (third or subsequent offense) and two counts of child neglect. Johnson was held at the Rappahannock Regional Jail without bond.

Sonoma Lane / Holly Corner Road, 12/12 3:49 p.m. Deputy I. E. Baldi responded to a single vehicle accident where a vehicle had struck a tree. Information was provided that prior to the crash, the vehicle nearly collided with other vehicles and almost crashed numerous times. Contact was made with the driver, and Deputy Baldi noticed his eyes to be glassy and bloodshot, his speech was slurred, and he had a strong odor of alcoholic beverages emanating from his person. After administering field sobriety tests, the driver was taken into custody. The driver was identified as Peter Kwapisz, 35, of Stafford. Kwapisz was charged with driving under the influence. Kwapisz was released upon sober from the Rappahannock Regional Jail on an unsecured bond.

Melchers Drive / Warrenton Road, 12/14 5:41 a.m. While travelling northbound on the Falmouth Bridge, Deputy K. R. Sprinkles observed a vehicle crossing the double line and going into the oncoming southbound traffic lane before getting back into the vehicle’s proper lane. While turning onto Warrenton Road, the vehicle almost struck Deputy Sprinkles’ patrol vehicle and a traffic stop was initiated. Upon making contact with the driver, Deputy Sprinkles observed the driver to be in a frantic state. Additionally, the driver’s pupils were dilated. The driver indicated that she did not have a driver’s license. The driver was taken into custody and field sobriety tests were administered. The driver was identified as Jade Appleton, 41, of Spotsylvania. Appleton was charged with driving under the influence (third or subsequent offense), driving after forfeiture of license, driving on a revoked license – DUI related, and the traffic lane violation. Appleton was held at the Rappahannock Regional Jail on an unsecured bond.

PUBLIC INTOXICATION
Richmond Highway / Garrisonville Road, 12/14 1:47 a.m. Deputy K. F. Shifflett responded to this area for a report of a female appearing intoxicated and running in the road. Deputy Shifflett made contact with the female who had a strong odor of alcoholic beverages coming from her person. Deputy Shifflett also noted that the female had bloodshot, glassy eyes, slurred speech, and was unsteady on her feet. The female was taken into custody and identified as Amy Rowe, 38, of Stafford. Rowe was charged with public intoxication and held at the Rappahannock Regional Jail until sober.

HIT AND RUN
Walmart, 217 Garrisonville Road, 12/13 3:29 p.m. Deputy S. M. Eastman responded to the business for a hit and run incident. The victim stated that their vehicle was struck by another vehicle. The driver of the suspect vehicle initially attempted to leave by vehicle but ultimately walked away from the accident on foot. A suspect description was provided. Deputies located the suspect near the Staffordboro Commuter Lot. The suspect was identified as Dennis Greene, 70, of Stafford. Greene stated that he left the scene of the accident because he did not have a valid license. Greene was charged with hit and run and driving on a suspended license. Greene was released on an unsecured bond.

LARCENY
Wawa, 15 Eustace Road, 12/14 3:45 p.m. Deputy R. W. Stamm responded to the business for a larceny report. The manager advised that a subject who had been previously trespassed from the store had shoplifted alcohol. The suspect was identified as Brian O’Boyle, 35, of Stafford. O’Boyle was located near his home address and was detained. The stolen alcohol was recovered. O’Boyle was charged with shoplifting and trespassing. O’Boyle was released on an unsecured bond.
