Felony Hit & Run Investigation

Rutherford

On February 2 at 9:00 PM, officers in the 1400 block of Admiral Dr. in Woodbridge attempted to make contact with the occupants of a stolen vehicle. The driver, later identified as Timothy Damon RUTHERFORD, reversed and struck an occupied police vehicle before fleeing. No injuries were reported. Two female juveniles fled the scene but were later detained and released to their guardians. Rutherford remains wanted for multiple charges, including felony hit & run, grand larceny, and obstruction of justice.

Reckless Handling of a Firearm
On February 24 at 12:38 AM, police responded to Oakwood Dr. near Dulcinea Pl. in Woodbridge after reports of gunfire. Investigators determined that multiple shots were fired into the air from a dark-colored sedan, which quickly fled. No injuries or property damage were reported.

Indecent Exposure
On February 22 at 9:43 AM, officers were called to the intersection of Richmond Hwy. and American Eagle Blvd. in Woodbridge for an indecent exposure report. Witnesses say a man exited a dark-colored SUV, walked behind a tree, and exposed himself while making inappropriate gestures. The suspect, described as a Hispanic male, about 30 years old, with a top bun, wearing a dark-colored jacket and jeans, fled before police arrived.

Attempted Residential Burglary
On February 23 at 6:41 PM, officers investigated a reported break-in attempt at a home in the 16900 block of Monmouth Ct. in Dumfries. The investigation revealed that between January 13 and February 23, an unknown suspect attempted to enter through a tampered window. No entry was made, and nothing was reported stolen.

Sexual Assault Investigation – Arrest
On February 20, detectives arrested a 16-year-old male from Haymarket in connection to a sexual assault reported on December 22, 2024. The victim, an adult woman, was hosting a gathering at her home when she became incapacitated and was assaulted. The suspect turned himself in without incident and was charged with rape and aggravated sexual battery. He is being held at the Juvenile Detention Center.

Felony Child Neglect – Arrest
On February 21 at 3:40 PM, officers responded to the Walmart in Dumfries (17041 Richmond Hwy.) after a Good Samaritan reported a 2-year-old child left unattended in a parked vehicle. The child’s mother, Tasha Michelle OSEI-ASIBEY, 38, of Stafford, returned to the vehicle while officers were on scene. She briefly resisted arrest but was detained without further incident. The child was unharmed and placed in the custody of a relative. Osei-Asibey faces charges of felony child neglect and obstruction of justice.

Alcohol Offense

Chatham Heights Road, 2/22, 10:45 PM – A deputy stopped a speeding vehicle and discovered two juvenile occupants in possession of rum. Both juveniles received criminal complaints for unlawful possession of alcohol.
Breaking & Entering

Holy Pipe Tobacco, 2163 Richmond Highway, 2/22, 3:28 AM – Deputies responded to a business alarm and discovered the front glass door shattered. A search of the business found no suspects. The investigation is ongoing.

2149 Richmond Highway, 2/24, 1:23 AM – Deputy K.F. Bierfeldt responded to a glass break alarm at Crystal Smoke and Vape Shop. Upon arrival, she observed the shattered front door and saw a suspect peeking out from inside. The suspect immediately fled into the woods behind the business, but Deputy Bierfeldt gave chase and arrested him shortly after. The suspect, a 16-year-old male, was linked to the February 22nd Holy Pipe Tobacco Shop break-in across the street. Juvenile Intake declined to detain the suspect, and charges for both breaking and entering cases are pending.

DUI Arrests

Longview Drive, 2/21, 3:05 PM – A caller reported a Corolla driving through their yard. Deputies arrived to find the vehicle abandoned. The female driver was located nearby and admitted to drinking and driving. She showed signs of intoxication and was charged with DUI.

Town and Country Drive, 2/21, 6:43 PM – A male driver was reported as possibly having a medical emergency or being highly intoxicated. Deputies determined the latter was true, as he showed signs of intoxication and admitted to drinking at a local restaurant. He was arrested for DUI.
Paisano’s, 1515 Stafford Market Place, 2/21, 9:45 PM – Deputies responded to a report of a highly intoxicated individual attempting to drive. The suspect was found in the parking lot with a nearly empty bottle of New Amsterdam vodka. He was charged with DUI with a BAC above .2 and held on a $2,000 secured bond.

300 Block of Warrenton Road, 2/22, 11:25 PM – Two Stafford businesses will have difficulty getting mail after a reckless DUI driver took out their mailboxes during a late-night ride. Deputy N.J. Amato responded to a Chrysler that had left the roadway, striking two mailboxes before crashing into a telephone pole. Witnesses reported the vehicle had been driving recklessly, swerving between lanes before veering off the road. The driver, who was not wearing a seatbelt, was transported to a hospital for potential internal injuries. He later admitted to having “a few shots” at a birthday party, police said. Warrants were obtained for DUI, reckless driving, two counts of destruction of property, and failure to wear a seatbelt.

Between February 21 and February 23, law enforcement responded to nearly 15 DUI-related incidents in Stafford County. Authorities urge drivers to make responsible choices and avoid driving while intoxicated.

Public Intoxication

Olympic Drive, 2/21, 11:00 PM – Deputies detained an 18-year-old female who appeared intoxicated and admitted to drinking illegally. She was charged with public intoxication and unlawful consumption of alcohol and held until sober.

Sheetz, 15 Wyche Road, 2/22, 7:23 PM – Deputies responded to reports of an intoxicated woman asleep in a bathroom stall with three containers of alcohol. She was charged with public intoxication and held until sober.

Butler Road, 2/22, 10:13 PM – A female was found unconscious on the side of the road with a bottle of alcohol. She complained of a toothache but exhibited signs of intoxication. She was charged with public intoxication and held until sober.

Update Feb. 25, 2025 – From Prince William police:

*UPDATE Jazmine Parris Renee GRIFFIN and Kyrie Jashia Darren BONDS, who were reported as missing and endangered on February 23, have been located and are safe.

Police did not elaborate on the circumstances of their disappearance.

Original post – The Prince William County Police Department is asking for the public’s assistance in locating 17-year-old Jazmine Parris Renee Griffin and her young son, Kyrie Jashia Darren Bonds, after they went missing overnight on Saturday, February 22.

According to authorities, Jazmine left with her son from their home on Eisenhower Circle in the Woodbridge area under voluntary circumstances. However, police believe she may need assistance.

Jazmine is described as an endangered juvenile, and law enforcement is working to locate her and Kyrie as quickly as possible. Police have not released additional details about their disappearance but urge anyone with information to come forward.

DUI

On February 17th at 12:50 p.m., Deputy A.J. Charoenthep responded to the Days Inn Motel at 14 Simpson Road. It was reported that someone was banging on the door of one of the motel rooms. Upon arrival, Deputy Charoenthep discovered a shattered window.

The deputy contacted the room occupants, who stated they were celebrating a birthday when an unknown individual began aggressively knocking on the door. Moments later, the window was shattered. After reviewing business security cameras, authorities observed a male suspect wearing light jeans and a dark jacket kick the window and break it. During the assault on the glass, the suspect dropped a cell phone.

Using the phone left behind, Deputy Charoenthep was able to identify the suspect. Deputy C.A. Osborne later located the suspect behind the wheel in the area of the Exxon gas station at 375 Warrenton Road and made contact with him. Police found the suspect wearing the same clothing as seen in the video and had injuries consistent with broken glass. He also displayed signs of intoxication.

Due to his level of intoxication and injuries, the suspect was transported to a nearby hospital and treated.

De’Antre Scott-Alston, 31, of Stafford, is charged with driving under the influence. Additional charges related to the destruction of the window are pending, said authorities.

During the investigation, one of the party attendees was found to have outstanding warrants from both Stafford and Fredericksburg. Scott-Alston was served on his warrants and taken to Rappahannock Regional Jail, held on a $5,000 secured bond, police said.

Strangulation. Malicious Wounding [Domestic] ARREST
On February 18, the suspect, identified as Cameron Alexander NEAL, who was sought in connection to the strangulation that occurred in the 8000 block of Juliet Ln. in Manassas (20109) on January 20, was arrested.

  • January 20 at 4:32 PM, officers responded to the Point at Manassas Apartments located in the 8000 block of Juliet Ln. in Manassas (20109) to investigate a domestic incident. The investigation revealed the accused forced entry into the home of the victim, a 35-year-old female acquaintance. During a verbal altercation that escalated, the accused struck the victim multiple times before forcing his way into another room where he continued the assault. At one point, the accused wrapped an electrical cord around the victim’s neck, causing her to temporarily lose consciousness. The accused left the residence as police were being notified. The victim was treated at the scene. Following the investigation, officers obtained arrest warrants for Cameron Alexander NEAL.

Reckless Handling of a Firearm

On February 18 at 10:54 p.m., officers responded to the area of Greenwood Dr. near Granby Rd. in Woodbridge (22193) to investigate a shots fired call. The investigation revealed multiple gunshots were heard before a black SUV or hatchback-style vehicle was seen leaving the area. No injuries or property damage were reported.

On February 18 at 5:00 p.m., officers responded to a residence located in the 7600 block of Michelle Ct. in Manassas (20109) to investigate a destruction of property. The investigation revealed the homeowner heard a noise between 4:00 PM and 5:00 PM on February 17. The following day, a bullet was located in a front window screen. No injuries or additional property damage were reported.

Strong-Arm Robbery

On February 18 at 1:55 p.m., officers responded to the Riverwoods Apartments in the 2700 block of Dettigen Pl. in Woodbridge (22191) to investigate a robbery. The investigation revealed a driver was assaulted and robbed of a food delivery by three masked juveniles before the parties separated. Minor injuries were reported. Officers and a police K-9 searched the area for the suspects, who were not located. The suspects were last seen wearing dark-colored clothing.

On February 18 at 6:40 a.m., officers responded to the 14800 block of Winding Lp. in Woodbridge (22191) to investigate a robbery. The investigation revealed the victim, a 14-year-old male juvenile, was approached from behind by another male juvenile who demanded his property. During a struggle over the victim’s jacket, a firearm was brandished before the suspect left the area with the jacket. No injuries were reported. The suspect was last seen wearing a black puffy-style jacket, black/white Jordan shoes, and had a tattoo on his hand.

Felony Child Neglect arrest

On February 17 at 7:15 PM, officers responded to the 13100 block of Old Church Rd. in Nokesville (20181) to investigate a crash. The investigation revealed the accused crashed his vehicle, injuring four children under the age of 12 who were not properly secured in the vehicle. The accused left the area before emergency services arrived. The children were later treated for non-life-threatening injuries. Following the investigation, officers obtained arrest warrants for Oscar CAMPOS, who turned himself in to police the following morning.

Strangulation [Domestic] arrest

On February 17 at 9:00 PM, officers responded to a residence in the 12300 block of Running Deer Rd. in Manassas (20112) to investigate a domestic incident. The investigation revealed the victim, a 40-year-old woman, and the accused were involved in a verbal altercation that escalated. During the encounter, the accused assaulted the victim before grabbing her neck. Later, the accused also struck a 10-year-old girl. Both victims reported minor injuries.

  • Malicious Wounding (Dumfries, 17100 block of Dumfries Rd.) – Terrance Lemartre WRIGHT, 44, was arrested in Roanoke City on February 17 in connection with a malicious wounding case from May 27, 2024. The incident involved a 48-year-old woman who was assaulted by Wright during a verbal altercation. The victim suffered a non-life-threatening facial injury and later reported the incident. Wright was taken into custody and is currently incarcerated.
  • Sexual Assault (Manassas, 9500 block of Damascus Dr.) – Chalillo Rosalio PEREZ PEREZ, 19, was arrested on February 13 for forcible sodomy of a victim under age 12. The assault occurred on July 25, 2024, and was reported in August. The accused was known to the victim. He is being held without bond.
  • Armed Robbery (Target, 2460 Prince William Pkwy, Woodbridge) – Matthew William JONES, 34, was arrested after robbing a 37-year-old victim inside Target on February 17. Jones implied he was armed, demanded money, and fled before being located by officers. He was charged with robbery and is being held without bond.

  • Attempted Armed Robbery (Dale Blvd. & Hillendale Dr., Woodbridge, 10:08 p.m.) – A 30-year-old man was assaulted by three unknown men while inside his vehicle. One of the suspects brandished a knife before the confrontation ended. The victim’s keys were stolen. The suspects, described as 20-30 years old, wearing dark clothing, were not located.
  • Reckless Handling of a Firearm (Brandon Ct. & Benton St., Woodbridge, 9:04 p.m.) – An exchange of gunfire between two groups led to six parked vehicles being struck. No injuries were reported, and multiple shell casings were recovered.
  • Reckless Handling of a Firearm (Harrison St., Woodbridge, 4:23 a.m.) – An individual was seen in a driveway in the 14100 block of Fisher Ave. firing multiple rounds before fleeing. No injuries or property damage were reported.
  • Attempted Commercial Burglary (Exxon, 13594 Quate Ln., Woodbridge, 4:54 a.m.) – Two suspects attempted to break into the Exxon station using an unknown object but failed. Surveillance footage showed them leaving in a U-Haul truck. The suspects wore dark-colored clothing.

  • Forest Lane Road (2/14, 2:15 a.m.) – A driver was found stuck on the roadside, showing signs of intoxication. The driver admitted to consuming two Bud Lights and was also found in possession of a concealed firearm. He was charged with DUI, reckless driving, carrying a concealed weapon while intoxicated, and refusal. Held at Rappahannock Regional Jail on a $5,000 secured bond.
  • Richmond Highway & Little Forrest Church Road (2/14, 7:08 p.m.) – A driver drifting over the double yellow line was stopped and found intoxicated after admitting to consuming Modelo. Charged with DUI and driving without a license. Held on a $2,000 secured bond.
  • Hidden Lake Drive (2/15, 6:04 p.m.) – A female driver was stopped for expired inspection and registration, showing overwhelming signs of intoxication. She also had an outstanding warrant. Larceny

  • Walmart, 11 Village Parkway (2/15, 11:00 a.m.) – A couple attempted to steal $430 worth of merchandise before fleeing the scene in a Mercedes.
  • Royal Farms, 4 Commerce Parkway (2/15, 9:07 p.m.) – A suspect stuffed a backpack with alcoholic beverages and fled.
  • Wawa, 105 Garrisonville Road (2/16, 12:12 a.m.) – A known shoplifter returned for a fourth attempt, stealing two cases of Modelo.

Public Intoxication

  • Lafayette Street (2/14, 9:39 p.m.) – A known female suspect was found intoxicated in public and held at Rappahannock Regional Jail until sober.
  • Edwards Drive (2/15, 5:27 a.m.) – A woman became aggressive after having her car keys taken away to prevent her from driving drunk. She was arrested for public intoxication after throwing personal items in the driveway.
  • Walmart, 14 North Stafford Complex (2/15, 9:06 p.m.) – A man behaving erratically and speaking in a “Joker” voice was detained for public intoxication.
  • Anvil Road (2/16, 1:39 a.m.) – A male involved in a verbal altercation after drinking tequila was found intoxicated in the street.

Vandalism

  • Swan Drive (2/15, 7:39 a.m.) – Following Valentine’s Day, a suspect slashed the tires of four vehicles at a residence. The investigation is ongoing.

A high-speed crash late Sunday night claimed the life of an 18-year-old driver near Dumfries, while three others sustained injuries, authorities reported.

Prince William County crash investigators responded to the scene at Route 234 and Van Buren Road intersection at 10:36 p.m. on Sunday, February 16, where they found a two-vehicle collision involving a 2013 Audi A7 and a 2024 Cadillac Escalade.

According to the preliminary investigation, the Audi driver was traveling eastbound on Dumfries Road at a speed above the posted limit when the vehicle crossed the median into oncoming traffic. The Audi then collided with the Cadillac, heading in the opposite direction.

Emergency responders pronounced the driver of the Audi deceased at the scene. Authorities have identified him as 18-year-old Mihai-Mario Stoica, of Woodbridge. A 25-year-old male passenger in the Audi sustained injuries and was transported to a local hospital for treatment.

The driver of the Cadillac, an 18-year-old man from Woodbridge, along with a 32-year-old male passenger, were also hospitalized with varying injuries.

Police have not yet determined the cause of the crash, beyond the fact that speed was a factor. Crash investigators are seeking additional witnesses and have urged anyone with information about the incident to contact authorities.

The investigation remains ongoing.

The Prince William County Police Department is expressing gratitude to the community after another successful Polar Plunge event, which raised $130,000 for Special Olympics Virginia.

The event, held on Saturday, February 15, 2025, at Leesylvania State Park, saw strong participation from local residents, law enforcement personnel, and sponsors. Funds raised during the Polar Plunge will support Special Olympics Virginia, providing athletes with opportunities to compete and receive essential services.

The police department highlighted the role of community members, businesses, and sponsors who contributed by joining teams or making donations. Team PWCPD also took part in the plunge to show their support.

The Polar Plunge is part of a nationwide initiative, with law enforcement agencies across the U.S. and 45 countries backing Special Olympics programs.

The Prince William County Sheriff’s Office, Manassas, and Manassas Park police departments also participated in the event.

Prince William County

House Fire Displaces Family in Woodbridge

On February 10 at approximately 8:30 p.m., fire crews responded to a house fire on the 3000 block of Fillmore Drive in Woodbridge. Flames broke out in the home’s laundry room, causing moderate damage. Firefighters quickly extinguished the blaze, and no injuries were reported. The home was deemed unsafe for occupancy, and two adults and one child were displaced. The Red Cross is providing assistance. The Fire Marshal confirmed the fire started in the laundry room, though the cause remains under investigation.

Shooting Investigation in Woodbridge

Prince William County police officers responded to a reported shooting in the 14100 block of Bay Vista Drive in Woodbridge on February 10 at 11:23 p.m. A 23-year-old man was with a group of individuals when they demanded his property. During the altercation, a shot was fired, striking the victim in the upper body. The suspects dispersed before officers arrived. The victim was transported to a hospital for treatment. Authorities believe the incident was not random, and the investigation is ongoing.

Fatal Crash Investigation Nokesville Rd. & Sowder Village Sq., Nokesville:  On February 6 at 5:48 AM, crash investigators responded to the area of Nokesville Rd. and Sowder Village Sq. in Nokesville to investigate a fatal pedestrian crash. The investigation revealed that the driver of a 2024 Nissan Sentra was traveling southbound on Nokesville Rd. when the vehicle struck a pedestrian who was attempting to cross the road outside of a crosswalk while wearing dark-colored clothing. The pedestrian was subsequently struck by a 2005 Mazda 6, also traveling southbound on Nokesville Rd.

Warrant Service Leads to Three Arrests
  • Olympic Drive, 2/4, 9:02 p.m. – A warrant service escalated when a suspect and two others attempted to flee law enforcement. Deputies arrived to serve multiple felony identity fraud warrants on Rehela Lacatus, 31, and observed her inside the residence. As deputies announced themselves, Lacatus and two others attempted to escape through the backyard but were quickly apprehended. The three—a 26-year-old female, a 28-year-old male, and Lacatus—were charged with obstruction of justice and are being held at Rappahannock Regional Jail without bond. Lacatus was additionally served on her outstanding warrants. A separate warrant for obstruction was issued for another female who obstructed the investigation at the front door but has not yet been served.
Fraud
  • Truslow Road, 2/4, 1:36 p.m. – A resident received a call from an individual claiming to be "Simon" from Microsoft's Security Department. Simon falsely stated that the victim’s account had been hacked and instructed him to deposit money into another bank account to resolve the issue. The victim’s bank teller recognized the scam and advised against complying.
  • Whitsons Run, 2/4, 7:05 p.m. – A resident received a call from "Albert," who claimed to be from her bank’s Fraud Department. Albert falsely reported that the victim’s account had been compromised and directed her to transfer money into an account under his control.
Larceny
  • Home Depot, 305 Worth Avenue, 2/4, 11:13 a.m. – Two unidentified suspects wearing hoodies stole a saw valued at nearly $450 from the store.
Swatting
  • Julian Drive, 2/4, 2:42 p.m. – Deputies responded to a report of a shooting in which the caller claimed he had shot his juvenile brother and was suicidal. Due to inconsistencies in the caller’s statements, deputies approached the situation cautiously. Upon arrival, they confirmed there was no emergency and determined the call was a hoax.
Vandalism
  • Boxelder Drive, 2/4, 3:56 p.m. – A suspect became enraged after a family member discarded his "green leafy items" and retaliated by throwing a rock through her window. Deputies charged the suspect with felony destruction of property. He was later released on personal recognizance.

Commercial Burglary
  • Tobacco King and Vape, 4315 Dale Blvd., 2/5, 4:03 a.m. – Officers responded to a burglary in which a masked suspect broke the front glass door with an object and stole merchandise before fleeing in a vehicle.
Strong-Arm Robbery
  • Molinari Juvenile Shelter, 8642 Wellington Rd., 1/25, 9:25 p.m. – Three juvenile residents assaulted a staff member and took his keys before fleeing the facility. No injuries were reported. Following an investigation, the three juveniles—ages 13, 16, and 17—were charged with robbery and conspiracy to commit theft and are being held at the Juvenile Detention Center.
Assault & Battery on a Law Enforcement Officer
  • 17100 block of Old Stage Rd., Dumfries, 2/5, 3:04 a.m. – Officers encountered Saria Andora Wilson, 25, a wanted individual. When they attempted to detain her, she pushed an officer and provided false identification. She was arrested and charged with assault & battery on a law enforcement officer, false identification, and obstruction of justice. She is being held without bond.

Armed Robbery in Woodbridge
On February 3 at 4:03 p.m., officers responded to the Orchard Mills Apartments in the 3200 block of Blazer Loop, Woodbridge, for a robbery report.

A U.S. Postal Service worker reported that while delivering mail, an unknown man approached him and implied he had a weapon before grabbing a key chain and fleeing. The postal worker left the area and contacted police. No injuries were reported.
