WOODBRIDGE, Va. — Police said a man used a mirror and a shopping cart to look up a women’s dress.

Obscene Sexual Display – On August 5th at 4:54PM, police responded to the Wal-Mart located at 14000 Worth Ave in Woodbridge (22192) for a suspicious person. The victim, a 46 year old woman of Woodbridge, reported to police that she was shopping inside of the store when she noticed an unknown man following her.
The victim further reported that the man was pushing a shopping cart which had a mirror located on the bottom rack. At one point, the victim observed the man place the cart in a position which allowed him to look up her dress.
The man then began to make an inappropriate gesture towards the victim. The man did this multiple times before leaving the store. Officers arrived and detained the man, identified as the accused, in the parking lot. Following the investigation, the accused was arrested.

Charged with obscene sexual display and disorderly conduct
