Scoop: Stafford school officials review $2.2 million plan to remove mens urinals 

The plan calls for the demolition of all men’s urinals in every county school.

Stafford County Public Schools Finance and Budget Committee (FABC) reviewed the plan (which can be seen here on page 10 of this PDF from the school division website).

  • 293 stalls would be removed.
  • New toilets with partitions would replace the urinals.
  • The move would cost taxpayers an estimated $7,450 per stall.
  • $2.2 million is the total price tag, to include tile repair, excavation, and new piping.

The FABC reviewed the plan at its meeting on September 9.

  • It took no action and made no recommendation to the full School Board, said Stafford Schools Superintendent Scott Kizner.
  • The proposal comes about the same time the school division passed a transgender anti-discrimination policy.
  • Questions remain on how the policy will be implemented.
  • The school division did not say if the urinal removal proposal is tied to the newly passed transgender policy.

The school division on Tuesday approved its 2021-2030 Capital Improvement Plan (CIP).

  • The urinal removal plan is currently not funded in the CIP.
  • The CIP does include a building a sixth high school at a cost of nearly $130 million.
  • That’s about $20 million more than the recently opened Colgan High School in Prince William County.
  • Colgan includes a full indoor aquatics center and was one of the most expensive schools ever built in Virginia.
  • There are no plans for a similar aquatics facility at the county’s sixth high school.

The school’s urinal proposal was discussed Tuesday at a county Board of Supervisors finance committee meeting.

  • The Board of Supervisors largely funds the school division.
  • Garrisonville District Supervisor Mark Dudenhefer asked county staff if the School Board had the ability to spend the money on the urinal removal plan, without the Board of Supervisors’ consent, should it decide to move forward.
  • Stafford Finance and Budget Director Andrea Light replied, “yes.”
