DUI arrest on I-95 leads to multiple charges

A high-speed traffic stop on I-95 Northbound led to the arrest of a 36-year-old Alexandria man on multiple charges. The driver was caught traveling at 105 mph in a 65-mph zone and passing on the shoulder. Upon stopping the vehicle, officers found open alcohol containers and two firearms. The driver was charged with DUI (third offense), reckless driving, and weapons violations, and is being held without bond.

In another incident, a 70-year-old Stafford man was arrested for DUI after attempting to enter an ABC store while intoxicated. He was stopped by police on Deacon Road and failed field sobriety tests.

Public intoxication charges were filed against a 25-year-old Stafford man and a 39-year-old from San Jose, California, in separate incidents. Both were held until sober at the Rappahannock Regional Jail.

A narcotics violation was reported at Sheetz, where a 24-year-old Nokesville man was found with drug paraphernalia and a controlled substance. He was charged and held on a secured bond.

DRIVING UNDER THE INFLUENCE
500 Block Deacon Road, 11/29 12:50 p.m. Deputy E. L. Jones responded to the area of the ABC Store on White Oak Road for a drunk driver complaint. It was described that an intoxicated individual would try to enter the store but was turned away by store personnel. The subject would then enter a silver SUV and leave the premises. A registration was provided for the vehicle. Deputy Jones located the vehicle travelling on Deacon Road where a traffic stop was initiated. Deputy Jones made contact with the driver and detected an odor of alcoholic beverages coming from his person. After performing field sobriety tests, the subject was taken into custody. James Fitzpatrick, 70, of Stafford was charged with driving under the influence.

I-95 Northbound, Mile Marker 145.0, 11/29 11:42 p.m. First Sergeant M. L. Jacobeen initiated a traffic stop on a vehicle that was travelling 105 mph in a 65-mph zone and that he observed pass another vehicle on the right shoulder. Deputy T. G. Croson responded to assist with the investigation. Contact was made with the driver, and it was noted that the driver had red, glassy eyes. As the driver was exiting the vehicle a Budweiser can was observed in a cup holder of the door panel. There was an unopened bottle of an alcoholic beverage next to it. An odor of alcoholic beverage was noted emanating from the driver’s person. After performing field sobriety tests, the driver was taken into custody. Additionally, two firearms were located in a duffel bag in the passenger’s seat. The driver was identified as Frank Armenteros, 36, of Alexandria. Armenteros was charged with driving under the influence (third or subsequent offense), reckless driving, driving on a suspended license, two counts of possession of a concealed weapon, and the traffic violation for passing on the shoulder. Armenteros was held at the Rappahannock Regional Jail under no bond.

PUBLIC INTOXICATION

Gallery Road, 11/28 3:48 a.m. Deputy M. A. Holub responded to this area for a subject that was hitting a door in the neighborhood. The subject was located who displayed signs of intoxication to include slurred speech, glassy and blood shot eyes, and being unsteady on his feet. Additionally, there was an odor of alcoholic beverages emanating from his person. The subject was identified as Kanfory Yattara, 25, of Stafford. Yattara was charged with public intoxication and held at the Rappahannock Regional Jail until sober.

Wawa, 105 Garrisonville Road, 11/29 4:22 a.m. Deputy T. G. Croson responded to the business for a complaint about an intoxicated subject. Upon arriving at the business, Deputy Croson made contact with the subject and immediately detected an odor of alcoholic beverages coming from his person. Deputy Croson also noted that the subject had glassy, bloodshot eyes. The subject was taken into custody and identified as Jahn Payton, 39, of San Jose, California. Payton was charged with public intoxication and held at the Rappahannock Regional Jail until sober.

Deacon Road, 11/29 12:56 p.m. Deputy K. R. Sprinkles responded to this area to assist with the suspected drunk driver complaint. Information was developed that the driver had dropped off a subject at the nearby Dollar General prior to being stopped. Deputy Sprinkles responded to the business to make contact with the subject to determine if he could take custody of the arrestee’s vehicle. Upon making contact with the subject, Deputy Sprinkles observed that this subject was displaying signs of intoxication to include slurred speech, glassy and blood shot eyes, and an odor of alcoholic beverages coming from his person. The subject was identified as John Conover, 58, of Spotsylvania. Conover was charged with public intoxication and held at the Rappahannock Regional Jail until sober.

NARCOTICS VIOLATION
Sheetz, 10 Washington Square Plaza, 11/28 6:22 p.m. Deputy K. W. Suter responded to the business for a report of a person who was passed out behind the wheel of a parked vehicle. Deputy Suter located the vehicle and made contact with the driver. In plain view, burnt tinfoil was observed in the center console area of the vehicle. Field sobriety tests were performed, and the subject was deemed not to be impaired at the time. Based on the observed drug paraphernalia, a search of the vehicle was conducted, and additional drug paraphernalia was located. Additionally, a small white rock consistent with controlled substances was located. The subject was taken into custody. The subject was identified as Clayton Coley, 24, of Nokesville. Coley was charged with possession of a controlled substance and held at the Rappahannock Regional Jail under a secured bond.
