STAFFORD — During the Stafford Board of Supervisors’ meeting on October 2, the county’s director of public works Jason Towery updated the board on all the ongoing construction projects in the county.
Fire Station 14
Towery told the board that Fire Station 14 is still projected to be complete in Spring of 2019. There have been some delays due to weather. Some of the masonry work is coming up now.
This project is expected to cost taxpayers $6.6 million.
Garrisonville Road widening
Towery said that the Garrisonville Road widening project between Onville and Eustace roads is all but complete. The project widened the road from four to six lanes.
“There’s a couple minor punch list items that we’re still working with the contractor on completing, but we do expect that these will be finished in short order and that we will be able to close this project out,” Towery said.
Their staff does intend to submit an application to VDOT for a left turn signal at Center Street.
Brooke Road safety improvements
The portion of Brooke Road, between Eskimo Hill Road and Stagecoach Road, is shut down for construction and is expected remain that way through the end of January, according to Towery. He said the county will do everything they can to move this process along quickly, but the weather has been an impediment.
Belmont-Ferry Farm Trail phases 4 and 6
Belmont-Ferry Farm Trail phase 4 will be a trail from Pratt Park to Route 3 at the Chatham Bridge.
Towery said they are still anticipating a completion date of September 2019.
“If you go down there right now you would see that the entire trail area has been cleared and rough graded. Some of the pipes have been installed. We did experience a couple of setbacks when the river came up out of the banks there but it is moving along,” Towery said.
Belmont-Ferry Farm phase six will be a trail from the Chatham Bridge to Ferry Farm.
“The survey work is ongoing right now as well as the environment and historical investigations,” Towery said.
They are working with VDOT and looking to get them a set of updated plans in December.
Poplar Road and Mountain View Road intersection improvements
This project’s scope is to design and construct safety improvements on Poplar Road at the intersection of Mountain View Road and south of the intersection on Poplar Road.
To date, the utility companies have completed most of their relocations, according to Towery. This project was advertised previously but the bids came in high so county plans to re-advertise it to have a more competitive bidding season.
Juggins Road improvements
Verizon has completed their relocations and Columbia Gas relocation is still ongoing, according to Towery. Right now they anticipate advertising the project in December. They are trying to wrap up the final bit of design.
“We are looking to increase the speed on that project a little bit and possibly add an incentive to ensure the project completion date by July of next year. As you know the school system is opening a little earlier next year so we’re well aware of that and we’re trying to keep that project moving along at a quick pace,” Towery said.
The project is in support of the new Moncure Elementary School, slated to open in August of 2019.
Route 1 at Courthouse Road intersection improvements
Towery said the right of way acquisition process is underway with 29 parcels impacted. The county has offer letters sent out to 14 landowners and the remaining appraisals are anticipated to be complete by the end of October. This project has a budget of $13,280,300.
Berea Church Road safety improvements
A public hearing was held on June 14. The county has compiled all the information from the hearing and submitted it to VDOT for approval.
“The right of way is expected to impact approximately 20 parcels and we do anticipate having those plans to VDOT in late October for approval,” Towery said.
Onville Road sidewalk improvements
“Onville Road sidewalk project for the engineering design of 1,100 feet of sidewalk from Garrison Woods Drive to the termination at the Virginia Department of Transportation (VDOT) intersection Project. In order to provide a safer pedestrian access in the missing link to Worth Avenue, the Project is proposed to be extended an additional 550 feet to complete the sidewalk tie-in to Garrisonville Road.” according to the report, “Onville Rd Sidewalk Update Infrastructure Committee.”
“The original project budget of $550,000 has increased because of the 500-foot tie-in to the existing sidewalk.”
The county is working to identify the additional cost but it appears there will be a budget increase for this project, according to Towery.
Wayside sewer interceptor
“This project is intended to provide better sewering capacity to the courthouse area,” Towery said.
The clearing process started about two weeks ago. They anticipate having the project complete in June of 2019.
