Cellular Company Seeks to Lease County Water Tank

New Cingular Wireless, a communications business, is seeking a lease on Stone River Water Tank in Stafford. The company is seeking to rent the property and use the water tower to transmit and receive communication signals.

If permitted, New Cingular Wireless will hold a five-year lease of the property, and pay $2,850 monthly for the first year, with a 3% rent increase each following year.

Under the terms of the lease, New Cingular Wireless will have access to the tank site at all times for regular maintenance and repairs, as well as for emergency purposes, with the stipulations that they must notify designated County staff prior to entering the site. Utilities staff will have the option of accompanying them to the site.

The Utilities Commission considered this matter at its January 14, 2013 meeting. The Utilities Commission voted 4 to 0 to recommend leasing the county property at the Stone River Water Tank for a cellular communications facility.

Leasing of County property requires a public hearing to consider public comments on the proposed lease. Staff recommends approval of proposed Resolution R14-19, which authorizes the County Administrator to authorize a public hearing on the proposed lease of County property at the Stone River Water Tank site.

 The Stafford County Board of Supervisors voted and approved a public hearing on their February 4, 2014 meeting. This public hearing will allow Stafford residents to address concerns with the lease.

For resident’s wishing to speak about their concerns with the lease, there are two opportunities at the Stafford County Board of Supervisors meetings to do so; when there is a public presentation at the meeting, or when there is a public hearing on the issue.

The date of the public hearing for the lease has not yet been announced.
