Carroll Foy believes strongly that no child should be without a nurturing home. She started the Foundation for Foster and Orphan Children, a nonprofit committed to building better futures for orphan and foster children. Questions and Answers PL: What are the top three major issues facing the district you wish to represent?  Carroll Foy: 1) The second district has some of the worst traffic in the country. 2) We are seeing a teacher shortage in our public schools with many teachers leaving for districts in Fairfax or Arlington or leaving the profession altogether. 3) There are not enough jobs in Prince William and Stafford, leading many residents to need to travel to DC for work. PL: What concrete solutions do you propose to address these issues? Carroll Foy: 1) I have introduced bills in 2018 and 2019 that would study the possibility of extending the metro to Prince William County. I have also consistently voted for increased funding for transportation. 2) I passed legislation last session that changes licensing requirements for teachers to put more teachers in the classroom. I am also proud to have supported 5% pay increases for teachers. 3) I passed a bill that helps veteran-owned small businesses get access to capital in hopes that they will expand and create jobs in Prince William and Stafford.

PL: From your perspective, what is the job description of the office you’re seeking?

Carroll Foy: My job is to represent everyone in the district, even those who don't share my party affiliation, and deliver real results for everyone that makes our community stronger.

PL: What expertise will you bring to the office? Carroll Foy: I was the first public defender ever elected to the General Assembly, so I bring a different perspective. I am an attorney who represents children in Prince William so I know the struggles that families and children face on a daily basis I was also a foster mother for nearly a decade. Finally, as a graduate of Virginia Military Institute, I know how to work together to execute a common mission.

PL: Do you feel that the average citizen is well-informed and understands the workings of local government?

STAFFORD – The Stafford County School Board approved the following appointments of Mark McElwee and William Kuhnert on Tuesday, May 28, during a School Board meeting.

Mr. Mark McElwee, Assistant Principal, T. Benton Gayle Middle School

Mr. McElwee will assume the position of Assistant Principal at Gayle Middle School on July 1, 2019. For the current school year, he is serving as a Teacher on Special Assignment and Special Education Department Chair at Stonewall Jackson High School in Prince William County.

FREDERICKSBURG – Rappahannock Area Community Services Board (RACSB) aims to prevent suicide by educating the community on mental health challenges, resources, and ways to help.

Suicide is the second leading cause of death for Americans ages 10 to 34 and the fourth leading cause of death for those ages 35 to 54. In the past few years, suicide rates have continued to climb.

RACSB now provides a new opportunity for community members to increase their knowledge and skills around suicide prevention and intervention through the 2-day Applied Suicide Intervention Skills Training (ASIST).

NOKESVILLE -- Martin Cervantez, an illustrator who enlisted in the Army Signal Corps in 1986, is opening an exhibit dedicated to the power of art therapy on Saturday, July 13.

The reception will be from 6 p.m. to 8 p.m. Receptions are free and open to the public. The exhibit will continue until August 31.

Cervantez’s artwork and perspective are a direct result of bring an Artist in Residence at the U.S. Army Center of Military History. During this time, he was responsible for capturing the history of the army through his art.

MANASSAS — The Virginia Music Educators Association (VMEA) has recognized Osbourn High School as a Blue Ribbon School for the 2018-2019 school year.

The award is the highest honor given to school music programs in the state and recognizes school performing arts programs that achieve excellence in Band, Orchestra, and Choral Performance.

All disciplines in a single school must receive a rating of “Superior” during the school year to qualify for the award, according to the VMEA website.

“This is a great day for our music students and we are all pleased that Osbourn will receive this prestigious recognition,” said OHS Principal Joe Gabalski. “I want to thank all of our students for their efforts this past year. I also want to thank our fine arts teachers Mr. Wassum, Ms. Easley, Ms. St. Pierre and Ms. Rubach for making the commitment to pursue this honor.”

Osbourn High School will hold a ceremony on June 12 at 7 p.m. to celebrate the recognition and the hard work of the performing arts ensembles and music teachers who implemented the highest ideals of music education.

It is the first time Osbourn High School has received this prestigious award.

Additionally, the Virginia Band & Orchestra Director’s Association (VBODA) recognized OHS as a Virginia Honor Band school for the 2018-2019 school year.

The VBODA recognizes schools that demonstrate excellence with a comprehensive Band program, and the designation is the highest awarded by the state.

This is the first school year OHS has qualified as a Virginia Honor Band in over 20 years.

PRINCE WILLIAM COUNTY — A Manassas-area hotel was evacuated early Sunday morning.

Prince William fire and rescue crews were called to the Wyndham Garden Manassas hotel at 10800 Vandor Lane for a report of a fire in the laundry room. Crews found smoke throughout the building.

Crews sounded a second alarm due to the type of occupancy and smoke conditions. The fire was located and contained to the laundry room located in the hotel’s basement.

The fire had been kept under control by the building’s sprinkler system, said Prince William fire and resuce Assistant Chief Matt Smolksy.

The hotel was temporarily evacuated during the incident but occupants were allowed to return. A total of three hotel guests were evaluated on the scene for injuries but were not taken to a hospital.

The fire damage was limited to the dryer and was determined to be the cause of the fire as observed by the Fire Marshal’s Office.

Claude "Mac" McCain

Claude "Mac" McCain, 65, of Woodbridge, VA died June 5, 2019 at Virginia Hospital Center, Arlington, VA.

He was a retired LTC US Army Reserves and he was retired from the Department of Defense as an analyst. He was a trustee at the Elks Lodge in Dale City, VA.

He was preceded in death by his parents Frederick and Frances McCain and his daughter Jennifer Jaques.

He is survived by his wife of 38 years Judy, son Frederick Joshua of Stafford, VA; daughter Michelle "Shelley" Charles (Daniel) of Winchester, VA; brothers Charles McCain, Sr. (Rose) of Rock Hill, SC; Frederick McCain of Gasport, NY; grandsons John Jaques, Joe Jaques, Landon Vasseur and Shawn McCain, two stepgrandsons Christian and Gabe Charles, nieces and nephews.

Celebration of Life for Mac will be held at Miller Funeral Home, 3200 Golansky Blvd., Woodbridge, VA 22192 on June 12, 2019 at 10:00 a.m. with interment following at Quantico National Cemetery. There will be a reception and Irish wake at the Elks Lodge following the service at Quantico.

In lieu of flowers donations can be made to St. Jude Hospital or the charity of your choice.
