The investigation into the officer-involved shooting which occurred on January 17 at 1130 International Parkway has been completed.
The investigation was conducted by detectives with the Stafford County Sheriff’s Office Criminal Investigations Division. The completed investigation was subsequently turned over to the Stafford County Commonwealth’s Attorney for review. The Commonwealth’s Attorney was provided all the evidence collected, including witness statements, forensic evidence, and audio and video recordings.
Commonwealth’s Attorney Eric L. Olsen announced today their Office has determined the shooting of the suspect by the deputies was justified in self-defense and/or in defense of others.

Sunday – Thursday, 7 p.m. – 7 a.m. Single lane closure at the bridge over Accokeek Creek, located between the Courthouse Road and American Legion Road intersections for bridge repair.
Route 3 Business (Kings Highway)
Saturday, Jan. 23 and Sunday, 9 a.m. – 3:30 p.m. Single lane closures on Rt. 3 Business eastbound and westbound between Cool Spring Road and Chatham Heights Road. Routine bridge inspection of structure over CSX railroad tracks.

Monday – Friday, 8 p.m. – 4:30 a.m. Single westbound lane closure overnight between Cool Spring Road and Chatham Heights Road. Bridge maintenance for structure over CSX railroad tracks.
Route 17 Business and Olde Forge Drive
Thursday. A new traffic signal will be activated at the Route 17 and Olde Forge Drive intersection on Thursday, Jan. 28. To allow motorists time to adjust to the presence of the new signal, it will flash through Monday, Feb. 1, when it will then go into full color operation between 9 a.m. and noon. When the traffic signal at Olde Forge Drive is placed into full operation on Feb. 1, the existing traffic signal at Route 17 and Short Street will be deactivated and removed. Route 610 (Garrisonville Road)
Monday – Friday, 9 a.m. – 3 p.m. All lanes remain open; Shoulder closures only. Crews will be working at numerous intersections along Route 610 in Stafford between I-95 and Keystone Drive to install additional or upgraded traffic signal communications equipment.

Monday – Thursday, 9:30 a.m. – 3 p.m. and Friday, 9:30 a.m. – 2 p.m. Single lane closures on Hospital Center Boulevard between Route 1 and Austin Ridge Drive for the 95 Express Lanes Fredericksburg Extension.
Old Courthouse Road
Monday – Thursday, 9:30 a.m. – 3 p.m. and Friday, 9:30 a.m. – 2 p.m. Single lane closures on Old Courthouse Road between Hospital Center Boulevard and Route 1 for the 95 Express Lanes Fredericksburg Extension.
The Moderna vaccine recommends administering a second dose between 28-32 days after the date individuals receive the first dose.
Prince William County is aware that there are currently no available appointments to schedule second doses in the Vaccine Administration Management System (VAMS) in Prince William Health District (PWHD) clinics. The County is currently working on a process to ensure any person who received their first dose at a Prince William Health District clinic between Dec 28 and Jan 21 who is unable to schedule their second dose in VAMS is accommodated.
These appointments are booked offline and individuals cannot register for a second dose online because of the forthcoming transition to a new vaccine administration and management system. A dedicated scheduling team is available starting the week of Monday, Jan 25, 2021, to contact these individuals and assist them with manually booking an appointment.
The county has received confirmation from the Virginia Department of Health that vaccine supply for second doses accounted for and shipped to health districts, in addition to their weekly first dose allocations.
As such, please be assured that everyone who has received their first dose from a Prince William Health District clinic has a second dose allocated and is prioritized for scheduling based on the second dose eligibility window.
Waitlist
Today, everyone who signed up on the Prince William Health District waitlist or vaccine registration forms has received an automated email confirming their spot on the vaccine waitlist. If an individual has not received an automated email confirming a spot on the waitlist for a vaccine appointment provided through Prince William Health District, they must sign up on the waitlist again.
Anyone who did not have a valid email address or called the PWHD phone number for assistance at 703-872-7759 will receive a phone call confirmation within 24 hours. The vaccine call center hours are Monday-Sunday from 9 a.m. -4:30 p.m.
If an individual did not receive an email or phone call, it means they did not use a valid email address, did not provide the correct phone number, or due to a computer error, the information was not stored. These individuals must complete the form again.
Multiple Registration or Waitlist Notifications
The county is aware that some people have received numerous replies to the forms completed. If an individual has received several responses with a confirmation number, they should use the confirmation number for reference with the lowest number. For example, if one number says 200 and the other says 205, use the 200 number.

A telephone town hall will be held to discuss the proposed expansion of a mosque in Woodbridge.
The building on Hoadly Road, near the intersection of Prince William Parkway, would more than double in size, according to the proposal.
Prince William County Coles District Supervisor Yesli Vega details the event in a press release.

On Tuesday, February 2nd at 7:30 p.m., the Board of Supervisors will be hearing a Special Use Permit request from Dar Al-Noor, located on Hoadly Road between Purcell Road and the Prince William Parkway.
The Mosque is requesting to expand its current 12,000 square foot structure to 88,276 square feet. The expansion would include, but not be limited to, three stories with a basement, along with an expanded prayer hall, administrative offices, a multi-purpose banquet hall, a youth and senior center, meeting rooms, play areas, daycare, a private school for 200 students with associated administrative offices, and an auditorium. The expansion may also include medical clinic.
The Special Use Permit would allow the applicant to increase its number of prayer rugs from 502 to 1,782. Per county estimates, this would result in an increase of daily Friday vehicle trips in the area from 1,762 to 6,253.

The 2021 Dr. Martin Luther King, Jr. Oratorical Competition and Program, hosted by the Prince William County Alumnae Chapter Delta Sigma Theta Sorority, Inc., was successful by all measures.
More than 1,000 viewers tuned in to the YouTube premiere to watch Prince William area youth orators express their ideas and give a call to action based on the theme, “Beyond the Dream- Young Voices With Something to Say”.
In complement to the virtual format, this year’s audience was able to vote for their favorite orator via text. Based on the audience’s voting participation, the 2021 Dr. King Oratorical Competition winners are:
- Myles Lanier – Manassas Park High School
- Nyela Asterilla -Anderson – Freedom High School
Zion Fozo of Potomac High School and Amber Austin of Patriot High school were also orators. In addition, Escarlet Roque Lopez and Aleen “Rose” Tawer of Osbourn High School provided “The Occasion”. Past oratorical winner and James Madison University Senior, Norman Jones narrated a “Good Trouble” segment that honored Congressman John Lewis.
The program also featured an invocation and benediction by the Rev. Al Sharpton, President and Founder, National Action Network and several selections from the MLK Community Choir.
The MLK Day of Service toiletries collection for the Manassas Hunger & Homeless Outreach Ministries was also a success. Members of the sorority and community donors joined to donate boxes of travel-size items of shampoo, conditioner, deodorant, razors, hand sanitizers, and other items that will be distributed to people in need.
Prince William Deltas have hosted the King Day program for more than 30 years. In recent years, the program was held at the Hylton Memorial Chapel and attended by thousands, but the virtual program afforded the opportunity for people nationally and internationally to commemorate Dr. King and support the orators.

She passed away from congestive heart failure with her loving family by her side. She was proceeded in death by her daughter Dolores, Husband Johnny, mother Alyce, sisters Dottie and Fay, brother Jake, step-sisters Eloise, Marg, Alice, Betty, Annabelle. She is survived by her children Tommy (Waltraud), Donny (Elaine), Barry (Luanne), Debbie (Carlton) and Tina (Don). And her many grandchildren Doug, Iris, Jen, Tresha, Amber, Melissa, Bridgette, Bobby, Taylor, Kath, Joan and Jenna. And we can’t forget the great grandchildren because she wouldn’t; DJ, Corey, Kala, Cody, Mia, Tyler, Evan, Auston, Ryan, Nathan, Mitchell, Savannah, Caitlyn, Lucas, Maris, Cameron, Mickey, Alex.
Who was Joan Owen? She was born in Severna park Maryland. She loved her fun loving Mother named Alyce, but most of us know her as “Big Mama”. She had 2 sisters Dottie and Fay and a brother Jakey and 5 stepsisters. She met our father at a dance hall during World War II. They wrote letters to one another during the war and when our father “Johnny” returned home he asked her to marry him. She made him wait a day and then said yes. They had 6 children, Tommy, Donny, Barry, Dolores, Debbie and Tina. Her children and grandchildren and great grandchildren were her greatest joy. Mom was blessed with 12 grandchildren and 18 great grandchildren. For most of Mom and Dad’s marriage they lived in Vienna Virginia and raised their children with love and a moral code. Mom believed in the golden rule. She was kind, compassionate, understanding, a good listener, gave good advice, she could keep a secret, and knew how to be a friend to everyone. She never met a stranger and everyone that had the pleasure of knowing her, new they had a special person before them. “Mima” loved planting flowers with her grandchildren and painting rocks and pictures. She enjoyed crabbing and going window shopping in Vienna. She also loved to play Canasta with neighborhood ladies and was a good bowler. Mom loved to dance and taught her family to jitterbug. She would go on spare of the minute trips so she could enjoy her family. She loved life and was sentimental. As Mom and Dad reached their senior years they moved to Woodbridge to be near Debbie & Carlton. Many more wonderful years were lived with the view of the beautiful water out of the living room window. Their life was full and good and beautiful. I don’t think there was anything that went unsaid. We love you Mom “with all our heart and soul and body”. May your memory be eternal…Amen

Robert Archambault, Jr., 83, passed away on October 22, 2020. Robert leaves behind to cherish his memory his beloved wife of 59 years, Nicole Archambault; his loving children Patrice Archambault (Nathalie), Natalie Archambault, and Cathy Archambault; six grandchildren; four great grandchildren; his sisters Linda Skalubinski (Victor), Susan Moshier, and Joann Holmes; and his brother Ronald Bilodeau.
Robert served in the United States Army and retired after 22 years. He was a faithful member f Holy Family Catholic Church since the 1970’s. He was also a member of the Dale City VFW.
There will be a Mass at Holy Family Catholic Church and he will be laid to rest at Arlington National Cemetery.
