Charlie Schumate, who runs a private law practice in land use and real estate development, will replace Joe Howard who will retire Nov. 1.

“Charlie’s heavy dose of land-use experience made him stand out above all other applicants,” said Stafford County Board of Supervisor’s Chairman L.
