
A Stafford man is charged with driving under the influence with an elevated blood alcohol content. The incident occurred on the 2000 Block of Richmond Highway, where Deputy B. E. Vaughn responded after a report of a heavily intoxicated driver. The driver, identified as Carl Savoy Jr., 41, was taken into custody and held at the Rappahannock Regional Jail under no bond.
In another incident, a man was arrested for shoplifting and several other charges at a Wawa on Garrisonville Road. John Townsell IV, 29, of Stafford, was charged with shoplifting, obstruction of justice, identity fraud, and providing false identification to law enforcement. He was held without bond.
Additional arrests for public intoxication were made, including Jemmy Vasquez, 38, of Alexandria, and Ernest Lavender, 58, of Stafford, both of whom were taken into custody and held until sober.
These reports highlight ongoing efforts by the Stafford County Sheriff’s Office to address crime and maintain public safety in the community.

LARCENY
Kings Crest Drive, 11/15 4:43 p.m. Deputy A. E. Epps responded to a larceny report. The victim advised that an unknown person entered their vehicle and stole a credit card.
Wawa, 9 South Gateway Drive, 11/15 5:52 p.m. Deputy I. E. Baldi responded to the business for a larceny that had occurred. A male subject stole several cases of alcoholic beverages before fleeing in a vehicle.
Walmart, 11 Village Parkway, 11/15 9:45 p.m. Deputy A. J. Charoenthep responded to the business for a shoplifting incident. The business reported that a female was caught skip scanning items during checkout. The subject was identified as Susan Slusher, 49, of Stafford. Slusher was charged with shoplifting and held on a secured bond.
Wawa, 105 Garrisonville Road, 11/16 2:31 a.m. Deputy K. F. Shifflett responded to the business for a larceny report. The business reported that a male subject had stolen four cases of alcoholic beverages. The business was familiar with the subject and was able to provide some identifying information. A canvas of the area was successful with the subject being located at a nearby motel. Deputies made contact with the subject, who initially provided a false name, but his identity was able to be confirmed. The subject was identified as John Townsell IV, 29, of Stafford. Townsell was arrested and charged with shoplifting, obstruction of justice, identity fraud, and providing false identification to law enforcement. Townsell was held at the Rappahannock Regional Jail under no bond.PUBLIC INTOXICATION
Magistrate’s Office, 1745 Richmond Highway, 11/14 4:41 p.m. Deputy R. H. Ryan responded to the Magistrate’s Office for a subject who appeared for his delayed turn in but arrived intoxicated. Deputy Ryan made contact with the individual who was heavily impaired. The subject had slurred speech and difficulty standing on his feet. The subject was taken into custody and identified as Jemmy Vasquez, 38, of Alexandria. Vasquez was charged with public intoxication and turned over to the jail for his delayed turn in.
Five Guys, 1629 Publix Way Suite 117, 11/14 5:06 p.m. Deputy R. W. Stamm responded to the business for a report of an intoxicated individual. It was reported that the subject was initially inside Publix and was consuming alcohol while inside of the store. When approached by store staff, the subject stated he was going to Five Guys which is where he was located. Upon making contact with the subject, Deputy Stamm noticed a strong odor of alcoholic beverages emanating from the subject’s person. Additionally, the subject was in possession of a small bottle of alcohol. The subject was taken into custody and identified as Ernest Lavender, 58 of Stafford. Lavender was charged with public intoxication and held at the Rappahannock Regional Jail until sober.
Staybridge Suites, 2996 Richmond Highway, 11/15 7:27 p.m. Deputy N. K. Daigle responded to the business for a disturbance. It was reported that a subject was threatening employees. Deputy Daigle made contact with the suspect. The subject had glassy, bloodshot eyes, slurred speech, and an odor of alcoholic beverage coming from his person. After concluding the investigation, the subject was taken into custody. The subject was identified as Christopher Woodward, 47, of Woodbridge. Woodward was charged with public intoxication and held at the Rappahannock Regional Jail until sober.DUI
2000 Block Richmond Highway, 11/15 8:27 p.m. Deputy B. E. Vaughn responded to this area after a nearby restaurant called to report a subject driving from the business while heavily intoxicated. A description of the vehicle was provided, and Deputy Vaughn located the vehicle at the Wawa in this area. Deputy Vaughn made contact with the driver and immediately detected a strong odor of alcohol. Additionally, the subject had glassy, bloodshot eyes. After performing field sobriety tests, the subject was taken into custody. The subject was identified as Carl Savoy Jr., 41, of Stafford. Savoy was charged with driving under the influence with an elevated blood alcohol content.
