On Sunday, January 17, 2021, Otis C. Oliver, Sr. passed away peacefully at home surrounded by family. Otis known to some as “Nubby” was born in Chase City, Virginia on July 1, 1949 and was the first son of the late Lathan and Louise (Scott) Oliver.
