MANASSAS PARK — Car decals are making a return to Manassas Park.

This year’s decal is orange and it goes on the inside of the windshield to the right of the state inspection sticker. Per Virginia Code 19VAC30-40-30, the decal shall be placed at the bottom of the windshield adjacent to the right side of the official inspection sticker when viewed through the windshield from inside the vehicle. There should not be more than 1/4 inch of space between the decal and the inspection sticker.
Decals will be provided starting on September 3 if all personal property taxes and vehicle license fees have been paid. Vehicle owners can pay their personal property taxes and vehicle license fees in person by stopping by the Treasurer’s Office at City Hall. Treasurer’s Office hours are 8:30 a.m. to 12:30 p.m. and 2:30 p.m. to 5:00 p.m. Monday through Friday. If paying in person, decals will be provided right away; if paying online or by mail, decals will be mailed by itself. Decals must be properly placed on the vehicle no later than midnight on October 5th, however, as this is a new requirement this year, the City will not begin enforcement until November to give residents ample time to receive their decals.

When the city did away with its decal program in 2017, understanding that if doing so resulted in a noticeable decrease in revenues from vehicle license fees or personal property taxes it would revisit the use of decals said city attorney Dean Crowhurst.
“The only way the City of Manassas Park can verify that a vehicle has been registered with the correct locality is to verify that the vehicle license fee has been paid. Without decals, this is very difficult. The decal serves as visible proof that the vehicle license fee has been paid. This is the reason that the Governing Body reinstated the decal requirement.”
Neighboring Prince William County, a vastly larger jurisdiction, did away with its decals in 2009.
