UPDATED Aug. 20, 2026 — Dominion Energy has confirmed it is splitting its proposed North Anna to Bristers high-voltage transmission line into two separate projects and delaying the portion that runs through Stafford County until fall 2027.
The utility’s response comes after a Stafford citizen group, Towering Concerns, claimed in a recent email that Dominion delayed the project and changed course because of resident feedback.
“I have also prepared a letter in opposition of the proposed project with suggestions to mitigate impacts,” Rock Hill District Supervisor Crystal Vanuch said in a recent social-media post. She added that Darrell English, Hartwood District Supervisor, will sign the letter and that she plans to invite other Board colleagues to join after the upcoming meeting.
Vanuch noted that the county’s options are limited, urging concerned residents to engage their state delegate and senator as the county learns more about the plans. She also said she copied all of Stafford’s state representation on the letter she will send after the Board’s Dec. 2 meeting.
“And so, what’s going to happen is, you know, eventually they’re going to put in a tall pole, and it’s going to take out a small portion of my fruit orchard; not a lot,” Fredericksburg Free Press reported. “All I want is to be able to work with Dominion Energy to try to minimize, shall I say, necessary impact.”
Residents in Caroline and Stafford counties are voicing concerns as Dominion Energy begins exploring routes for the proposed 70-mile, 500-kilovolt Kraken Loop transmission line. The line would run through multiple counties, connecting existing and planned substations, and public meetings are underway ahead of eventual State Corporation Commission review.
