In the aftermath of Superstorm Sandy many had wondered if trick-or-treaters would still be welcome in neighborhoods – some of which on Tuesday were without power.

DUMFRIES, Va. — The water is rising on the Potomac River and Tim’s Rivershore Restaurant and Crabhouse’s dock is disappearing tonight.
The river is expected to reach high tide at 8:27 p.m. but already water is pouring over the restaurant’s dock and boat slips. The dock is used by boaters who frequent the restaurant on the Cherry Hill Peninsula near Dumfries.

A woman inside of her home in the 3100 block of Normandy Avenue in Fredericksburg called 911 at 4 a.m. when she heard an explosion and the rooms inside her house began to fill with smoke. She made it safely outside her home with her dog and was not injured, said Fredericksburg police spokeswoman Natia Bledsoe.
The single-story home was damage, and police that a pipe bomb had been thrown or placed inside the home. Bomb-sniffing dogs went searched the house but found no other bombs.

DUMFRIES, Va. — Dumfries weathered the storm better than expected.
Police Chief Robert Forker said the major impacts in the town from Sandy were some downed tree branches and power outages in the Tripoli Heights neighborhood, where a tree branch fell on power lines and knocked out electricity to several homes. The outages are sporadic and crews are working to repair them.

STAFFORD, Va. — Twelve took shelter inside of a refuge set up by Stafford County officials during Sandy. Road crews are working to clean up, and the lake levels at they county’s two reservoirs are still below normal.
