At least three residents in the area of Westminster and Picadilly lanes called 911 to report a large party, and then hearing what sounded like fireworks or gunshots.
“They turned out to be gunshots,” said Stafford sheriff’s spokesman Bill Kennedy.
The 16-year-old victim and suspect were involved in a verbal argument that escalated leading to the victim being assaulted as well as prevented from leaving the home.
The suspect is charged with abduction, domestic assault and battery, and destruction of property, said police.
New toll lanes on Interstates 95 and 395 brought more options to commuters when they opened one year ago.
Single drivers can now pay a toll and ride the lanes, whereas before all vehicles had to have at least three occupants during peak times. Today, the toll lanes are monitored 24 hours a day, seven days a week, and all drivers must have an electronic E-ZPass to use them. A vehicle with three or more occupants still rides free.

A gas station on Route 17 in south Stafford was robbed at 6:12 a.m. Monday.
Authorities said a man walked into a Shell gas station at 535 Warrenton Road and demanded cash. He then walked out with an undisclosed amount of cash he had taken from the register.
