Aggravated Assault – On March 21 at 10:22PM, officers responded to Andrew Leitch Park located at 5301 Dale Blvd. in Woodbridge (22193) to investigate an assault. The victim, a 19-year-old man, reported to police that while playing on the basketball courts, one of the players from the opposing team struck and knocked him to the ground. While on the ground, the suspect struck and kicked the victim multiple times. When the victim’s teammates attempted to intervene, the opposing team prevented them from helping the victim. The parties eventually separated, and the victim went to the hospital where police were contacted. The suspect left the park in a black BMW. The victim reported serious injuries. The investigation continues.

As Stafford County’s population continues to increase, the demand for water and sewer services increases as well. Like Ferry Farm, water and sewer infrastructure is beginning to reach the end of its useful life and needs to be repaired, replaced or rehabilitated in more established neighborhoods. The goal and intent of the 3R projects are to ensure that Stafford’s water and sewer system continues to operate efficiently and satisfy the present and future needs and expectations of all customers.

In 2020, Stafford County began rehabilitating aging sewer pipes throughout the county using a trenchless pipe rehabilitation technique called inversion lining. This no-dig, cured-in-place pipe relining system works by essentially creating a pipe within a pipe. Crews are currently working in Ferry Farm. Residents may hear a loud popping sound as the lining expands throughout the sewer pipes. This process typically takes five to six hours per pipe section to complete. When crews are in a specific area, residents will be asked to reduce water usage as much as possible while the pipe liner cures.

Water lines cannot be easily relined making replacement a more cost-effective improvement. Utility crews anticipate beginning Phase One of the Waterline Replacement Project in the Ferry Farm area in summer 2021. Approximately 1000 feet of new waterline along Braxton Lane and Custis Circle will be installed during Phase One. When existing water meters are connected to the newly installed waterlines, customers may experience a temporary loss in water pressure and discolored water while the transition takes place. Property owners will be notified in advance regarding any planned service disruption.

To help businesses impacted by the economic impact of COVID-19, the County has extended the Business Tangible Personal (BTP) Property tax filing deadline from April 15, 2021, to May 17, 2021.

This extension will provide relief to the County’s business owners during this continued period of business interruptions and will align the filing date with the recently announced change to the Internal Revenue Service deadline.

Luis M. Villalba

Luis Marcello Villalba, 48 years old of Dale City Virginia, went to be with our Lord and Savior on March 17th, 2021 after a courageous battle from damage of Covid 19. Luis’ story was not his death but how he lived to shine the love of Christ on ALL he encountered and never missed an opportunity to spread the love of God to all he came across. He lived a joyful life, and no one was a stranger to Luis.  He was constantly ministering and worked closely with the youth in church.  Luis was born in La Paz, Bolivia on June 28th, 1972. He loved playing and watching soccer and was gifted at designing flowers and loved drawing. He was selfless and always willing to help others. He was a loving friend, husband, and father. Luis was employed at Federal Express in Fredericksburg Virginia. He leaves behind his dear wife Madeleine of Woodbridge VA and son Michael 27 and Nicole 22 of Woodbridge and his loving dog, Hulk.  He is also survived by his Mother, Maria of Winchester VA, Mother-in-Law, Charo and sister-in-Law Mayra of Woodbridge. Also surviving is his sister Claudia of Winchester and sister Gabriela of Virginia Beach. Many Nieces and Nephews. Luis was preceded in death by his father Jose, exactly one month earlier due to Covid. Jose led a very similar caring, giving and Christ-like life. The two of them are surely celebrating together in heaven.

Amanda “Mandy” Lambert, CJM, is a major with the Prince William-Manassas Regional Adult Detention Center (ADC) in Manassas, VA, where she has worked for 36 years.

On April 11, 2021, the American Jail Association (AJA), a 40-year old 3,000+ member organization composed of professionals who operate the Nation’s jails, will swear in Major Lambert as its president. She will serve a one-year term that will focus on correctional employee health and wellness.

Major Lambert states, “The statistics for our profession are dire, and that must change. My focus will be to bring awareness to the various types of stress that are encountered working in the jail setting. We have to talk about managing it, and we must address the response to that stress; otherwise, our industry retention rates will continue to fall, correctional staff will continue to turn to suicide, and mortality rates will remain status quo. It’s simply unacceptable, and it’s time to admit that it’s okay not to be okay.”

Major Lambert has worked on and chaired over a dozen committees as a member of the AJA since 2014. This is her sixth elected position with the organization. She served on the AJA board of directors from 2014 – 2017, third vice president from 2017 – 2018, second vice president from 2018 – 2019, first vice president from 2019 – 2020 and president-elect from 2020 – 2021.

She is the first woman in the Commonwealth elected AJA president.

Over her nearly 40-year career as a corrections professional, Major Lambert has served in numerous key roles with criminal justice organizations and as an expert on several jail-related subjects. She is the director of Support Services and co-coordinator for the Evidence-Based Decision Making Policy and Stakeholders Committees with Prince William County and the Cities of Manassas and Manassas Park, studying the criminal justice system and facilitating and guiding system-wide collaboration.

Major Lambert is a national expert in objective jail classification and has provided expert legal opinions for the Commonwealth of Virginia and the State of Ohio. She provides technical assistance and training on behalf of the National Institute of Corrections and the AJA and leadership, operations, objective jail classification, inmate housing and behavior management consulting to jail professionals across the country.

Major Lambert has successfully implemented crisis intervention in jails, early identification and intervention of opioid users, and naloxone administration. She served on the Virginia’s Standards Committee for Building and Design for newly built or expanded jail facilities and Virginia’s Mental and Behavioral Health Standards Committee.

Major Lambert is currently overseeing the implementation of medication-assisted treatment in the ADC, as well as a 110,000 sq. foot expansion of the facility that will include a mental health wing, classification unit, general housing and a warehouse.

She is a member of the Fraternal Order of Police and the Virginia Association of Regional Jails. She is a Certified Jail Manager and a Prison Rape Elimination Act (PREA) coordinator.

Major Lambert looks forward to retiring from the ADC at the end of 2021 and spending time with her husband, three adult children and two granddaughters.

Shooting Investigation *ARREST – On March 19, the suspect sought in connection to the shooting that was reported to have occurred on January 23, at the Babylon Café located at 3081 Golansky Blvd. in Woodbridge (22192) on January 23, was arrested. The suspect, James Lawrence GREGORY Jr., was located and taken into custody in Waldorf Maryland by members of the U.S. Marshals Fugitive Task Force.

Shooting Investigation [Previously Released] – On January 23 at 9:25PM, officers responded to the Babylon Café located at 3081 Golansky Blvd. in Woodbridge (22192) to investigate a shots fired call. While responding, officers located the victim, a 27-year-old man, a short distance from the Café suffering from gunshot wounds. Officers utilized their Department-issued trauma kits to provide first aid to the man until rescue personal arrived. The victim was transported to an area hospital with non-life threatening injuries. The investigation revealed that the victim and an acquaintance, identified as the accused, were involved in a verbal altercation inside the Café. At some point during the altercation, the parties moved outside where the altercation escalated when the accused brandished a firearm. The accused fired several rounds striking the victim before fleeing the area in a dark colored vehicle. The victim also ran from the area until located by the police.

Shell casings were located in the parking lot and collected by officers. Later that morning, officers responded to the 3100 block of Golansky Blvd. for a report of two business which sustained damage believed to be from the prior night’s shooting. Following the investigation, officers obtained arrest warrants forthe accused, identified as James Lawrence GREGORY Jr. Attempts to locate the accused have been unsuccessful.

With the spring season here, drivers should anticipate delays on Interstate 95 northbound and southbound in the Fredericksburg area with Improve 95 program construction in full bloom.

Multiple work zones are scheduled on I-95 this week, including several brief full traffic stops starting tonight, March 22 in Stafford County, north of Exit 133 (Route 17).

I-95 northbound and southbound traffic will be stopped up to 30 minutes between midnight and 3 a.m. at the site of the future Truslow Road overpass under construction at mile marker 134 as part of the I-95 Express Lanes Fredericksburg Extension project.
Two other projects as part of the Improve 95 program will also have lane closures including the I-95 Southbound Rappahannock River Crossing and I-95 Northbound Rappahannock River Crossing.

Guardrail repair will also be performed this week at various locations during daytime off-peak travel times to minimize delays for drivers.
