
The shooting happened July 5 in the 16700 block of Blackjack Oak Lane in Woodbridge. Officers responded about 10:12 p.m. and found the victim with a gunshot wound to the upper body. He was taken to a hospital, where he later died from his injuries.
Police said the victim and two acquaintances arranged to confront and rob another man, Damion Jamon Atwater. During the encounter, shots were fired that fatally struck the 16-year-old. After the shooting, Darrian King Rutherford, who had been with the victim, left in a vehicle. Officers tried to stop the vehicle and began a pursuit. Rutherford later stopped and fled on foot.
Investigators also determined that Keshaun Maurice Hodge-Richards went to the area of the shooting before the first officers arrived and tampered with evidence before leaving.
Atwater was previously arrested July 30 in connection with the case. Police said all parties involved have now been identified and arrested.
The four additional people charged are:
- Janaiya Lolita Talley, 18, of Arlington, charged with felony murder and attempted robbery. She was arrested Aug. 6 and is being held without bond.
- A 17-year-old female juvenile of Woodbridge, charged with felony murder and attempted robbery. She was arrested Aug. 11 and is being held at the Juvenile Detention Center.
- Keshaun Maurice Hodge-Richards, 21, of Woodbridge, charged with concealing or compounding offenses. He was arrested Aug. 10 and is being held without bond.
- Darrian King Rutherford, 18, of Woodbridge, charged with felony eluding. He was arrested Aug. 6 and held on $2,000 unsecured bond.
The victim was identified as a 16-year-old male juvenile of Triangle. His name was not released because of his age.

Death Investigation in Woodridge
On Aug. 11 at 8:37 p.m., officers responded to the 16300 block of Sandy Ridge Court in Woodridge (22191) for a report of an unconscious individual. The 35-year-old man was located inside his vehicle with an apparent self-inflicted injury and was pronounced dead at the scene. Preliminarily, investigators found no signs of foul play. Additional information will be released if necessary.
Armed Robbery on Portsmouth Road
On Aug. 11 between 6:45 p.m. and 7:45 p.m., a robbery occurred in the 10200 block of Portsmouth Road in Manassas (20109). A 33-year-old man was walking in the area when an unknown man approached him, struck him with a hammer, and took an undisclosed amount of money. The victim was treated by medics for his injuries. The suspect was described as a Black male. The investigation continues.

Fraud on Mountain View Road
On Aug. 11 at 9:28 a.m., deputies responded to a fraud report on Mountain View Road. The victim reported several unauthorized transactions earlier in the month. The bank issued new cards, but additional unauthorized transactions occurred later that week. The account was then frozen. No suspects have been identified.
Fraud on Garrisonville Road
On Aug. 11 at 11:28 a.m., deputies responded to a fraud report on Garrisonville Road. The victim used a card at a nearby Wawa and later noticed an unauthorized transaction. The bank canceled the card and opened an investigation. The store manager shut down the register involved.
Fraud on White Oak Road
On Aug. 11 at 1:04 p.m., deputies responded to a fraud report on White Oak Road. The victim received verification code requests on PayPal and Cash App and later found several unauthorized transactions across accounts. The bank froze the account and issued a reimbursement.
