The Prince William County Criminal Justice Academy Basic Law Enforcement 47th Session graduated on Friday, Dec. 18, 2020, in a modified ceremony due to the pandemic at the Police Association Hall in Manassas. This class was composed of 29 Prince William County Police officers.
The 29 men and women completed a 24-week course of training in all aspects of police work, including classes in firearms, use-of-force decision making, driver training, legal training, patrol techniques, criminal investigation, and crash investigation.
The starting pay for Prince William police officers is about $53,000 per year.
Shadrack K. Arko is a graduate of Mount Vernon High School in Alexandria, Va. He is fluent in Twi.
Officer Arko is assigned to work patrol in eastern Prince William County.
Moira M. Balcazar-Aguilera is a graduate of Annandale High School in Virginia. She is fluent in Spanish. Officer Balcazar-Aguilera is assigned to work patrol in central Prince William County.
Thomas G. Barnes is enrolled at George Mason University in Fairfax, Va., majoring in criminology. He also serves in the U.S. Army Reserve and has family who retired from law enforcement. Officer Barnes is assigned to work patrol in western Prince William County.
William E. Benenson is a graduate of Franklin & Marshall College in Lancaster, Penn., with a bachelor’s degree in government. He is enrolled in Johns Hopkins University in Baltimore, working towards a master’s degree in global security studies. Officer Benenson is assigned to work patrol in eastern Prince William County.
Deisha A. Carter is a graduate of Virginia Commonwealth University in Richmond, with a bachelor’s degree in psychology, sociology and criminal justice. She is fluent in Spanish and has family who retired from law enforcement. Officer Carter is assigned to work patrol in western Prince William County.
Kevin A. Darling is a graduate of Moravian College in Bethlehem, Penn., with a bachelor’s degree in sociology – crime, law and society. He has family who retired from law enforcement. Officer Darling is assigned to work patrol in eastern Prince William County.
Michael R. Dougherty is a graduate of Brigham Young University in Provo, Utah, with a bachelor’s degree in history. He previously served as a police officer with the West Valley City Police in West Valley, Utah, and serves in the Army National Guard. Officer Dougherty is assigned to work patrol in eastern Prince William County.
Christopher R. Glaser is a graduate of the University of Florida in Gainesville with a bachelor’s degree in advertising and a minor in sports management. He served in the U.S. Army, attaining the rank of Specialist and was an Army medic and an EMT-B. Officer Glaser is assigned to work patrol in central Prince William County.
Delone A. M. Hannah is enrolled at Northern Virginia Community College in Woodbridge pursuing an associate degree in business management/application programming. He served as a Police Cadet with the Prince William County Police Department prior to entering the Academy. Officer Hannah is assigned to work patrol in eastern Prince William County.
Matthew E. Harkin is a graduate of Grant Community High School in Fox Lake, Ill. He served in the U.S. Army prior to joining the Department, attaining the rank of Specialist, and serves in the Illinois National Guard. Officer Harkin is assigned to work patrol in central Prince William County.
Courtney M. Houpt is a graduate of Cumberland Valley Christian School in Chambersburg, Penn. Additionally, she was the Class President of the 47th Session. Officer Houpt is assigned to work patrol in central Prince William County.
Briana L. Huber is a graduate of East Carolina University in Greenville, N.C., with a bachelor’s degree in criminal justice and a minor in forensic science. Officer B. Huber is assigned to work patrol in central Prince William County.
Michael C. Huber is a graduate of Barnegat High School in New Jersey. He served in the U.S. Marine Corps prior to joining the Department, attaining the rank of Sergeant. Officer M. Huber is assigned to work patrol in western Prince William County.
Joseph T. Incheck is a graduate of Virginia Commonwealth University in Richmond, with a bachelor’s degree in criminal justice and psychology. Officer Incheck is assigned to work patrol in central Prince William County.
Evan T. Johnson is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in communication. Officer Johnson is assigned to work patrol in western Prince William County.
Josephine C. Lyon is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in criminology, law and society. Officer Lyon is assigned to work patrol in eastern Prince William County.
Nathaniel J. Mazzini is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in social work, conflict analysis and Spanish. Officer Mazzini is assigned to work patrol in central Prince William County.
Scott V. McBride is a graduate of Sachem North High School in Lake Ronkonkoma, N.Y. He served in the U.S. Marine Corps prior to joining the Department and served as a military police patrolman with explosives and dog-handler experience. He has family retired from law enforcement. Officer McBride is assigned to work patrol in western Prince William County.
Kate L. McCarthy is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in biology. She has family retired from law enforcement. Officer McCarthy is assigned to work patrol in western Prince William County.
Francisco X. McDonough is a graduate Christendom College in Front Royal, Va., with a bachelor’s degree in political science and economics. Additionally, he was the Class Guide of the 47th Session. Officer McDonough is assigned to work patrol in western Prince William County.
Destin R. McKinzy is a graduate of Gar-Field High School in Woodbridge, Va. He served in the U.S. Army prior to joining the Department, attaining the rank of Specialist. He has family in law enforcement. Officer McKinzy is assigned to work patrol in central Prince William County.
Maziar Nourizadeh is a graduate of Azad University of Bandar Abbas in Iran with a master’s degree in environmental science. He is also a graduate of Northern Virginia Community College in Manassas with an associate degree in information technology cyber security and is enrolled at George Mason University in Fairfax pursuing a bachelor’s degree in information technology. He is fluent in Farsi. Officer Nourizadeh is assigned to work patrol in eastern Prince William County.
Adrian Pen?a is enrolled in the University of Phoenix in Arizona where he is pursuing a bachelor’s degree in criminal justice. He served in the U.S. Marine Corps where he attained the rank of Sergeant, and he previously served in the Central Intelligence Agency Police Department prior to joining the Prince William County Police. Additionally, he was the Class Vice President of the 47th Session. Officer Pen?a is assigned to work patrol in central Prince William County.
Danilo G. Rosa is a graduate of Brockton High School in Massachusetts. He served in the U.S. Marine Corps, attaining the rank of Corporal. He is fluent in Cape Verdean Criolo and Portuguese. Officer Rosa is assigned to work patrol in central Prince William County.
Jacob S. Simrell is a graduate of Liberty University in Lynchburg, Va., with a bachelor’s degree in theology and apologetics. Officer Simrell is assigned to work patrol in western Prince William County.
Anthony M. Spinosa is a graduate of Saint Vincent College in Latrobe, Penn., with a bachelor’s degree in criminology. Officer A. Spinosa is assigned to work patrol in eastern Prince William County.
Matthew S. Spinosa is a graduate of the Community College of the Air Force in Montgomery, Ala., with an associate degree in criminal justice. He served in the U.S. Air Force (Security Forces), attaining the rank of Senior Airman, prior to joining the Department. Officer M. Spinosa is assigned to work patrol in central Prince William County.
Robert M. Theimer is a graduate of Bridgewater College in Virginia with a bachelor’s degree in environmental science. He has family retired from law enforcement. Officer Theimer is assigned to work patrol in western Prince William County.
