Driver charged with hitting a boy on bike, held without bond

STAFFORD — A woman was arrested Sept. 4 by Stafford County Sheriff’s deputies. She’s accused of striking a 12-year-old boy who was riding a bicycle with her vehicle.

At 7:30 p.m., deputies were called to a report of a pedestrian struck at Paradise Court.

Upon arrival, deputies learned a 12-year-old boy was struck while sitting on his bicycle at the end of a driveway.

The victim was transported to a local hospital with severe injuries to his leg.

The driver was identified as Belquis Rubenia Lemus De Rios, 31, of Stafford.

Deputies determined the driver was at fault and that she was driving through the neighborhood without a driver’s license.

She was incarcerated at Rappahannock Regional Jail without bond on charges of reckless driving, no driver’s license, and no insurance.
