The race will take place on Saturday, April 12, at the Fredericksburg Food Co-op, located at 320 Emancipation Highway, Fredericksburg, welcoming participants of all ages to run, walk, or support the cause in person or virtually.
The event directly benefits the Co-op’s Food for All initiative, which offers affordable and nutritious food options through the Carrot Cash program. This program provides 20% cashback to customers using SNAP/EBT, allowing them to stretch their grocery budgets while making healthy choices.

Manassas Man Arrested After High-Speed Pursuit
Interstate 66 & Leeds Manor Road, Fauquier County – February 25, 2:15 p.m.
A Manassas man is in custody facing multiple charges after leading law enforcement on a high-speed pursuit that reached speeds of 100 miles per hour.
The Blue Ridge Gang and Drug Task Force arrested Devante R. Payne, 31, on charges including eluding law enforcement, abduction, possession of Schedule I/II narcotics, driving revoked, and reckless driving. Payne was also wanted in Prince William County for two felony probation violations.
Task force officers attempted to stop Payne’s Mitsubishi SUV for improper registration while traveling west on Interstate 66 in Fauquier County. The driver refused to stop, initiating a police pursuit that continued north onto Leeds Manor Road. Payne eventually stopped the vehicle and fled on foot, but was quickly apprehended after officers established a perimeter.
An adult female passenger was in the vehicle during the pursuit. Payne refused to let her exit the car, but she was unharmed and released without charges.
Payne was transported to the Fauquier Adult Detention Center, where he is being held without bond.
Multiple law enforcement agencies assisted in the arrest, including the Prince William County Police Department, Warren County Sheriff’s Office, Manassas Park Police Department, Stafford County Sheriff’s Office, Town of Leesburg Police Department, and Fairfax County Police Department.

Menacing Motorcyclist Arrested After High-Speed Chase
Warrenton Road – February 25, 3:25 p.m.
A 30-year-old Stafford man was arrested after leading police on a high-speed pursuit while carrying multiple weapons and suspected methamphetamine.
Deputy G.P. McCaulley observed a motorcycle traveling at 88 miles per hour in a 55-mile-per-hour zone and attempted a traffic stop. The motorcyclist refused to pull over, weaving through traffic. Due to safety concerns, the pursuit was terminated, but First Sergeant J.J. Kreider later located the suspect hiding in the Geico parking lot.
The suspect, identified as Michael Rock, was detained without incident. A firearm, two knives, a hatchet, and suspected methamphetamine were recovered. Authorities also determined Rock had no motorcycle endorsement, expired registration (10 years), and no vehicle inspection.
Rock was charged with felony eluding law enforcement, reckless driving, carrying a concealed weapon, possession of controlled substances, possession of a firearm while in possession of controlled substances, driving without a motorcycle endorsement, expired vehicle registration, and failure to obtain a vehicle inspection.
Rock is being held at Rappahannock Regional Jail on a $3,500 secured bond.

A reckless SUV driver fled the scene after striking another vehicle. The victim recorded the license plate number, and an investigation is ongoing.

A male suspect attempted to pay his tax bill with counterfeit cash at the Stafford County Treasury Office. The fake $100 bill was confiscated, and an investigation is ongoing.

A female suspect was caught skip-scanning items at Walmart, including a Red Bull she drank before paying. She was stopped by Deputy S.M. Kotter and issued a summons for shoplifting.

Felony Hit and Run Suspect Arrested in Georgia
Admiral Drive, Woodbridge – February 27
A suspect wanted in connection to a felony hit and run in Woodbridge on February 2 has been arrested in Georgia.
On February 2, officers attempted to stop a stolen vehicle in the 1400 block of Admiral Drive. The driver reversed into a police vehicle before fleeing the scene. Two juvenile females ran from the car and were later detained by Occoquan police before being released to known parties.
Following an investigation, police identified the suspect as Timothy Damon Rutherford, 18, of no fixed address. Rutherford is charged with felony hit and run, grand larceny, obstruction of justice, and contributing to the delinquency of a minor. He remains in custody in Georgia awaiting extradition to Prince William County.
Malicious Wounding in Woodbridge
River Ridge Boulevard – February 26, 10:39 a.m.
A tow truck driver was bitten and struck while attempting to repossess a vehicle. Later that morning, the suspect attacked the victim again in the 13600 block of Richmond Highway, breaking his glasses.
The suspect, identified as Dorell Montea Farmer, 25, of Triangle, is wanted for malicious wounding, assault and battery (two counts), and destruction of property.
Armed Robbery at Manassas Apartment Complex
Coverstone 4 Apartments, Mangione Court – February 26, 8:20 p.m.
A 15-year-old boy was robbed at gunpoint while attempting to sell a Sp5der sweatshirt through Instagram.
The suspects were described as two Hispanic men, both approximately 20 years old, and a Hispanic woman. One of the male suspects was about six feet one inch tall, wearing a black bomber-style jacket and carrying a firearm.

Community Drive – February 26, 3:39 p.m.
A 16-year-old boy was robbed at gunpoint by a masked suspect who stole his Balenciaga shoes before fleeing. The suspect was described as a Hispanic male, approximately five feet five inches tall, wearing all-black clothing.
Woodbridge High School Student Arrested for Robbery

A 17-year-old student was arrested for assaulting and robbing a 14-year-old student inside a school restroom. The suspect has been charged with robbery and is being held at the Juvenile Detention Center.

A man has been arrested for a domestic assault that occurred in 2022. The suspect, Gustavo Terrazas Escobar, 31, was taken into custody in Fairfax County on February 26 and charged with malicious wounding.

At 11:30 PM on February 25, officers responded to a robbery at CVS (16712 Richmond Highway, Dumfries). An unknown male suspect brandished a firearm and demanded money from employees at the service counter before fleeing with an undisclosed amount of cash. A police K-9 unit searched the area, but the suspect was not located.

Possession with Intent to Distribute (Hylton High School)
On February 19 at 12:06 PM, a School Resource Officer (SRO) at Hylton High School in Woodbridge was alerted about two students distributing candy bars laced with psilocybin mushrooms. The investigation revealed that on February 14, a 17-year-old female and a 17-year-old male sold the drug-laced candy bars to another student. A parent discovered the bars and contacted authorities.
Both students were charged with possession with intent to distribute a controlled substance.
Shooting into a Residential Dwelling
On February 24 at 10:56 PM, officers responded to Point Pleasant Lane in Dumfries for a shots fired call. Multiple rounds struck the rear of a home, but no injuries or additional property damage were reported. Officers recovered shell casings near the backyard fence.
Reckless Handling of a Firearm
At 10:44 PM on February 24, officers were dispatched to Wetherburn Court in Woodbridge for a shots fired call. The suspect, 70-year-old James Broadax, fired multiple rounds into the air after a dispute with a neighbor. Officers found Broadax intoxicated in the parking lot.

At 1:49 PM on February 25, Deputy A.E. Epps responded to Pratt Park (120 River Road) for a vehicle break-in. The victim was having lunch with a friend when the window of a Lexus was smashed and their purse was stolen.
Shoplifting at Weis Market
At 3:57 PM, First Sergeant W.T. Johnson and Deputy A.J. Charoenthep responded to a larceny at Weis Market (282 Deacon Road). A male suspect stole cold medicine, then attempted to steal more items before deputies arrived.
The suspect tried to flee but was quickly apprehended. Upon arrest, he was found intoxicated and in possession of the stolen goods.

At 9:23 PM, Deputy C.A. Osborne responded to Country Inn & Suites (656 Warrenton Road) for a disturbance. A female suspect was acting erratically in the lobby and refused to leave. When Deputy Osborne attempted to detain her, she resisted—and a firearm fell from her waistband.

On February 25, a Stafford County deputy arrested a 16-year-old male caught breaking into a vape store. The juvenile was apprehended, and charges are pending.
Speedy Sunday Leads to Speedy Arrest

A wanted Fredericksburg man quickly realized the jig was up when a First Sergeant caught him speeding Sunday night.
On February 23 at approximately 7:10 PM, First Sergeant A.I. Assur was patrolling the South end of Stafford County when he spotted a Jeep Cherokee traveling 54 MPH in a 35 MPH zone on Butler Road. Attempting a traffic stop, he discovered that the registered owner was wanted on two felony warrants. Deputy I.E. Baldi was called in to assist.
The Jeep pulled over at Sunoco (201 Emancipation Highway). The driver got out of the vehicle and surrendered by lying on the ground, police said.
Due to the serious nature of his charges, a K-9 unit was called in to conduct an open-air sniff around the vehicle. When the K-9 alerted, deputies conducted a probable cause search, which revealed a white crystalline substance inside the vehicle, police said.
The suspect claimed the substance was drywall, but deputies were confident it wasn’t part of a home improvement project, police said.
Police said 33-year-old Jeffery Roles is charged with possession of a controlled substance, and outstanding felony warrants were served. Roles was booked at Rappahannock Regional Jail without bond.
A fatal crash occurred on February 25 at 2:33 p.m. on Pageland Lane near Livia Drive. Crash investigators responded to the scene to examine the incident.
According to the investigation, the driver of a 2014 Nissan Versa was traveling southbound on Pageland Lane at a speed above the posted limit. The vehicle crossed into oncoming traffic and struck a 2020 Mercedes Benz GLC 300 traveling in the opposite direction.
Following the impact, the Mercedes left the roadway and came to rest in a ditch. The driver of the Nissan was not wearing a seatbelt at the time of the crash. Emergency responders transported him to an area hospital, where he later died.
The driver of the Mercedes was transported to an area hospital with non-life-threatening injuries.
Authorities identified the deceased driver of the Nissan as Nathaniel Marcelo Delgado, 24, of Bristow. The driver of the Mercedes was identified as a 47-year-old woman from Chantilly.
The investigation is ongoing.

Fifteen division winners from across the region will compete for a chance to advance to the Scripps National Spelling Bee. Access Eye, the Fredericksburg Host Lions Club, and the Kiwanis Club of Fredericksburg sponsor this annual event.
CRRL has organized the Fredericksburg Regional Spelling Bee since 2017, continuing the tradition previously sponsored by The Free Lance-Star for many years.
Last year’s champion, Daphne Reno, an eighth-grader from Spotsylvania, secured her victory with the word “amphistylar.” This year’s competitors, ranging from elementary to middle school, have proven their spelling skills by winning their classroom, school, and division bees.
To qualify, participants must attend a school or homeschool group officially enrolled with the Scripps National Spelling Bee (SNSB) for the 2024-2025 academic year. Spellers must not have completed the eighth grade or turned 15 years old before August 31, 2024.
The 2025 Fredericksburg Regional Spelling Bee is open to the public, allowing family, friends, and supporters to cheer on the competitors. However, per Scripps National Spelling Bee rules, live streaming is prohibited to protect the integrity of the champion word list.

Moon Star (201 Kings Highway) – On February 23 at 12:10 p.m., deputies responded to a burglary at the Moon Star restaurant. Cash and approximately $300 worth of shrimp were stolen. The investigation continues.
DUI Arrests
Warrenton Road (700 block) | February 21, 4:21 p.m. – A reckless driver was reported in a Nissan Pathfinder. The driver nearly crashed multiple times before being involved in an accident. Deputies found suspected controlled substances in the vehicle. The driver was arrested for DUI and two counts of drug possession.
Richmond Highway & Kings Crest Drive | February 23, 12:53 a.m. – A driver was caught speeding 75 mph in a 45 mph zone. During the traffic stop, the suspect displayed signs of intoxication and had a nearly empty bottle of Bacardi. He was arrested for DUI with a BAC between .15 and .2.
Garrisonville Road & Mine Road | February 23, 1:23 a.m. – A driver rear-ended another vehicle at a red light. The suspect admitted to consuming a vodka-cranberry and was arrested for DUI.
I-95 Southbound (Mile Marker 139) | February 23, 1:56 a.m. – Deputies stopped a swerving Acura after reports of erratic driving. The driver admitted to having mimosas at a Galentine’s party and was arrested for DUI.

John Jay Road | February 21, 9:38 p.m. – A female suspect was found screaming and banging on doors. Deputies discovered she was intoxicated and had a glass pipe with suspected controlled substances. She also had an outstanding warrant from Prince William County. She was arrested for public intoxication and drug possession and served on her warrant.
Vandalism
Backridge Court | February 23, 7:38 a.m. – A man visiting his girlfriend found his truck had been keyed. Doorbell footage revealed the suspect was the girlfriend’s ex-boyfriend. The suspect admitted he was too drunk to remember the incident. He was arrested for destruction of property and held until sober.

Residents near Quantico Marine Corps Base (MCBQ) should be prepared for smoky conditions today as base officials conduct a controlled burn on the west side of Interstate 95. The burn, managed by MCBQ Forestry and Quantico Fire & Emergency Services, is scheduled from 10 a.m. to 4 p.m. on Monday, February 25.
According to base officials, smoke columns will be visible from the installation and may drift into surrounding areas, depending on changing wind conditions. The controlled burn is part of a regular forestry management effort to reduce wildfire risk and maintain ecological health.
“Quantico foresters closely manage smoke impacts from these burns and ensure the safety of residents both in and around Quantico,” officials stated.
Controlled burns at Quantico typically begin in February and are completed by April 15 each year.

The Sweet Julia Grace Foundation (SJGF) has been awarded a $15,000 grant from the Dunkin’ Joy in Childhood Foundation. The grant will fund an expanded iPad and technology program designed to comfort, connect, and entertain children with complex medical conditions.
The grant will provide iPads, gaming systems, TVs, computers, and adaptive technology to hospitalized children who are homebound or frequently travel for medical care.
A Program That Grows with the Need
The foundation’s technology initiative originally focused on providing iPads to help children stay connected with family, friends, and school. However, as the program evolved, it became clear that many children needed additional forms of technology to enhance their daily lives.
“We’ve always had the iPad program, but this grant is helping us expand it into a full iPad and technology program,” said Sarah Knight, founder of the Sweet Julia Grace Foundation. “We’ve had children inspire this growth—like one young boy recently diagnosed with cancer. Because of his diagnosis, he was in a neck brace and could no longer use his phone. His one wish was a gaming laptop so he could still play with his friends.”
The foundation is now prepared to grant wishes beyond just iPads—offering gaming computers, adaptive equipment for children with severe disabilities, and even custom gaming setups for children facing mobility challenges.
How the Grant Will Be Used
Knight explained that the grant will help support 10 to 15 children, depending on their specific needs.
- iPad packages, which include headphones and backpacks, cost about $400 to $500 per child.
- Gaming systems and computers cost approximately $1,000 per child.
Adaptive technology, like special switches that allow children with motor disabilities to control devices with a single touch, cost about $100 each.
“Our goal is to be ready when families come to us—whether they need a wish fulfilled, adaptive equipment, or just something to brighten a difficult time,” Knight said.
More Than Just Gifts—Building a Community
The Sweet Julia Grace Foundation has been serving families since 2014, providing customized support for children with complex medical conditions, disabilities, and life-threatening illnesses.
Families helped by the foundation are known as “Rain Dancers,” once they are welcomed into the foundation’s circle, they remain a part of the SJGF community for life.
“We help families with everything from granting a wish to providing medically necessary equipment, like special bath chairs, strollers, and custom-built beds,” Knight said. “We also host community gatherings so families can meet others who truly understand what they’re going through. It’s about making sure they don’t feel alone.”
Currently, 50 to 70 new families are referred to the foundation each year, with over 400 families served since its founding.
This year’s $15,000 grant from the Dunkin’ Joy in Childhood Foundation is the largest the Sweet Julia Grace Foundation has received. It follows previous grants of $10,000, which helped launch an aquatic therapy program for children with mobility challenges.
“This kind of funding is seed money—it helps us grow our programs and make a bigger impact,” Knight said.
Felony Hit & Run Investigation

On February 2 at 9:00 PM, officers in the 1400 block of Admiral Dr. in Woodbridge attempted to make contact with the occupants of a stolen vehicle. The driver, later identified as Timothy Damon RUTHERFORD, reversed and struck an occupied police vehicle before fleeing. No injuries were reported. Two female juveniles fled the scene but were later detained and released to their guardians. Rutherford remains wanted for multiple charges, including felony hit & run, grand larceny, and obstruction of justice.
Reckless Handling of a Firearm
On February 24 at 12:38 AM, police responded to Oakwood Dr. near Dulcinea Pl. in Woodbridge after reports of gunfire. Investigators determined that multiple shots were fired into the air from a dark-colored sedan, which quickly fled. No injuries or property damage were reported.
Indecent Exposure
On February 22 at 9:43 AM, officers were called to the intersection of Richmond Hwy. and American Eagle Blvd. in Woodbridge for an indecent exposure report. Witnesses say a man exited a dark-colored SUV, walked behind a tree, and exposed himself while making inappropriate gestures. The suspect, described as a Hispanic male, about 30 years old, with a top bun, wearing a dark-colored jacket and jeans, fled before police arrived.
Attempted Residential Burglary
On February 23 at 6:41 PM, officers investigated a reported break-in attempt at a home in the 16900 block of Monmouth Ct. in Dumfries. The investigation revealed that between January 13 and February 23, an unknown suspect attempted to enter through a tampered window. No entry was made, and nothing was reported stolen.
Sexual Assault Investigation – Arrest
On February 20, detectives arrested a 16-year-old male from Haymarket in connection to a sexual assault reported on December 22, 2024. The victim, an adult woman, was hosting a gathering at her home when she became incapacitated and was assaulted. The suspect turned himself in without incident and was charged with rape and aggravated sexual battery. He is being held at the Juvenile Detention Center.
Felony Child Neglect – Arrest
On February 21 at 3:40 PM, officers responded to the Walmart in Dumfries (17041 Richmond Hwy.) after a Good Samaritan reported a 2-year-old child left unattended in a parked vehicle. The child’s mother, Tasha Michelle OSEI-ASIBEY, 38, of Stafford, returned to the vehicle while officers were on scene. She briefly resisted arrest but was detained without further incident. The child was unharmed and placed in the custody of a relative. Osei-Asibey faces charges of felony child neglect and obstruction of justice.

Chatham Heights Road, 2/22, 10:45 PM – A deputy stopped a speeding vehicle and discovered two juvenile occupants in possession of rum. Both juveniles received criminal complaints for unlawful possession of alcohol.

Holy Pipe Tobacco, 2163 Richmond Highway, 2/22, 3:28 AM – Deputies responded to a business alarm and discovered the front glass door shattered. A search of the business found no suspects. The investigation is ongoing.
2149 Richmond Highway, 2/24, 1:23 AM – Deputy K.F. Bierfeldt responded to a glass break alarm at Crystal Smoke and Vape Shop. Upon arrival, she observed the shattered front door and saw a suspect peeking out from inside. The suspect immediately fled into the woods behind the business, but Deputy Bierfeldt gave chase and arrested him shortly after. The suspect, a 16-year-old male, was linked to the February 22nd Holy Pipe Tobacco Shop break-in across the street. Juvenile Intake declined to detain the suspect, and charges for both breaking and entering cases are pending.

Longview Drive, 2/21, 3:05 PM – A caller reported a Corolla driving through their yard. Deputies arrived to find the vehicle abandoned. The female driver was located nearby and admitted to drinking and driving. She showed signs of intoxication and was charged with DUI.
Town and Country Drive, 2/21, 6:43 PM – A male driver was reported as possibly having a medical emergency or being highly intoxicated. Deputies determined the latter was true, as he showed signs of intoxication and admitted to drinking at a local restaurant. He was arrested for DUI.
Paisano’s, 1515 Stafford Market Place, 2/21, 9:45 PM – Deputies responded to a report of a highly intoxicated individual attempting to drive. The suspect was found in the parking lot with a nearly empty bottle of New Amsterdam vodka. He was charged with DUI with a BAC above .2 and held on a $2,000 secured bond.
300 Block of Warrenton Road, 2/22, 11:25 PM – Two Stafford businesses will have difficulty getting mail after a reckless DUI driver took out their mailboxes during a late-night ride. Deputy N.J. Amato responded to a Chrysler that had left the roadway, striking two mailboxes before crashing into a telephone pole. Witnesses reported the vehicle had been driving recklessly, swerving between lanes before veering off the road. The driver, who was not wearing a seatbelt, was transported to a hospital for potential internal injuries. He later admitted to having “a few shots” at a birthday party, police said. Warrants were obtained for DUI, reckless driving, two counts of destruction of property, and failure to wear a seatbelt.
Between February 21 and February 23, law enforcement responded to nearly 15 DUI-related incidents in Stafford County. Authorities urge drivers to make responsible choices and avoid driving while intoxicated.
Public Intoxication
Olympic Drive, 2/21, 11:00 PM – Deputies detained an 18-year-old female who appeared intoxicated and admitted to drinking illegally. She was charged with public intoxication and unlawful consumption of alcohol and held until sober.
Sheetz, 15 Wyche Road, 2/22, 7:23 PM – Deputies responded to reports of an intoxicated woman asleep in a bathroom stall with three containers of alcohol. She was charged with public intoxication and held until sober.
Butler Road, 2/22, 10:13 PM – A female was found unconscious on the side of the road with a bottle of alcohol. She complained of a toothache but exhibited signs of intoxication. She was charged with public intoxication and held until sober.
