Rusty served on the Quantico Town Council for 20 years, first elected in 2008 and last serving through 2024. While he didn’t run for re-election in 2024, his decades of leadership left a lasting mark on the only U.S. town located entirely within a military base.

Known for his straight talk and deep care for neighbors, Rusty built a local business and invested in the community he loved. He was also a proud Navy veteran and family man, remembered most for the values he passed down to his three sons and six grandchildren.

A funeral service is scheduled for Monday, November 24, at 9 a.m. at the United States Marine Memorial Chapel in Quantico.
