Bus driver, attendant charged in allegations of child abuse

PRINCE WILLIAM COUNTY — Police in Prince William County are investigating allegations that a school bus attendant assaulted a student while riding a bus.

At 2:36 p.m. Friday, police received a report that on more than one occasion in January 2019, the bus attendant, identified as Kelly Marlon Rucker, was seen on in-bus surveillance video physically assaulting a victim, identified as a 12-year-old boy, while on a Prince William County public school bus, according to Prince William police spokesman Jonathan Perok.

The investigation also revealed that the bus driver, identified as Tamar Denise McNear, observed the assaults and made no attempt to offer assistance to the victim or report the incidents to police or school authorities, said Perok.

Following the investigation and consultation with the Commonwealth Attorney’s Office, both accused parties were arrested in connection to three separate incidents from January 2019. Both arrested parties were employees of Prince William County Public Schools at the time of the incidents.

Kelly Marlon RUCKER, 52, of the 5000 block of Lambsgate Lann in Dale City is charged with three counts of felony child abuse.

Tamar Denise MCNEAR, 46, of the 5900 block of Cambridge Dr in Fredericksburg, is charged three counts of felony child endangerment.

Both have pending court dates that were not released.
