DUMFRIES — (Press release) Dumfries Town Council, Town Manager, Keith Rogers Jr., presented the Proposed Fiscal Plan for FY 2020 and the Capital Improvement Plan for FY 2020 – 2024 Capital Improvement Plan.
This budget includes enhancements in four focus areas, public safety; economic vitality; infrastructure and sustainability; and, well-managed government. These enhancements were funded without raising taxes.
The proposed FY20 budget totals $4.7 million. Specific highlights presented by Mr. Rogers include:
Public Safety
- Increased personnel funding for administrative support
- Increased operating funds for training, hiring costs and uniforms
- One-time funding to support the acquisition of new field equipment
Economic Vitality
- Strategic funding support for Historic Dumfries & The Weems-Botts Museum
- One-time funding to support the Comprehensive Plan review, Zoning Ordinance revision and, Main Street Master Plan
Sustainability & Infrastructure
- Funding to support the development of paving and maintenance plan for Town streets
- Increased investments in stormwater infrastructure
Well-Managed Government
- 2% Cost-of-Living Adjustment for all general employees
- Increased personnel funding to support the segregation of financial duties
- One-time funding to support updates to the Town website

- April 16, 2019, Budget Work Session 7:00 p.m.
- April 23, 2019, Special Called Budget Meeting 7:00 p.m. (if needed)
- May 7, 2019, Reg. meeting/Public Hearing Budget 7:00 p.m.
- May 21, 2019, Special Called Prior to Work Session 6:30 p.m.
