PRINCE WILLIAM COUNTY — (Press Release) The Prince William County Criminal Justice Academy Basic Law Enforcement 43rd Session graduated on Friday, December 21, 2018, at 10 a.m. at the Hylton Performing Arts Center, 10960 George Mason Circle, in Manassas.
This class was composed of 22 Prince William County Police officers and one Prince William County Sheriff deputy.
The 23 men and women completed a 24-week course of training in all aspects of police work, including classes in firearms, use-of-force decision making, driver training, legal training, patrol techniques, criminal investigation and crash investigation. The graduating law enforcement personnel are listed below, and brief biographies of each graduate follow:

Biographies of Basic Recruit School Session 43 Graduates:
John F. Bailey is a graduate of UVA College at Wise in Wise, VA, with a bachelor’s degree in Administration of Justice. Officer Bailey is assigned to work patrol in central Prince William County.
Zachary H. Bendorf is a graduate of the University of Texas at Dallas in Richardson, TX, with a bachelor’s degree in Arts and Technology. Officer Benforf is assigned to work patrol in western Prince William County.
Jacob E. Carr is assigned to work patrol in western Prince William County.
Kevin W. Ceasar is a graduate of Edinboro University of Pennsylvania in Edinboro, PA, with a bachelor’s degree in Criminal Justice. Officer Ceasar is assigned to work patrol in central Prince William County.
Heath A. Crouch served in the U.S. Marine Corps as a Sergeant at Camp Pendleton in San Diego, CA, prior to joining the Department. Additionally, he studied Criminal Justice at George Mason University in Fairfax, VA. He was also the Class Guide of the 43rd Session. Officer Crouch is assigned to work patrol in eastern Prince William County.
Jacob D. Eneix served in the U.S. Marine Corps Reserves as a Sergeant in Buffalo, NY, prior to joining the Department. Additionally, he is a graduate of Mercyhurst University in Erie, PA, with a bachelor’s degree in both Intelligence Studies and Public Health. Officer Eneix is assigned to work patrol in central Prince William County.
Cesar A. Ferrer served in the U.S. Army as a Sergeant First Class in White Sands, NM, prior to joining the Department. Additionally, he studied General Studies at Drury University in Springfield, MO. He is also fluent in Spanish. Officer Ferrer is assigned to work patrol in central Prince William County.
James E. Garrison, III is a graduate of George Mason University in Fairfax, VA, with a bachelor’s degree in Criminology, Law, and Society. Additionally, his father, James Garrison, is a retired Sergeant with the Prince William County Sheriff’s Office. His sister, Kaitlin Garrison, currently serves as an officer with the Fairfax County Police Department. Officer Garrison is assigned to work patrol in western Prince William County.
Orlandina B. Gomes served in the U.S. Army Reserves as a Sergeant in Alexandria, VA, prior to joining the Department. She is fluent in Portuguese and Spanish. Officer Gomes is assigned to work patrol in eastern Prince William County.
Kyle D. Hofmeister is a graduate of Liberty University in Lynchburg, VA, with a bachelor’s degree in International Relations: Strategic Intelligence. Officer Hofmeister is assigned to work patrol in central Prince William County.
John J. Horneman served in the U.S. Army as a Specialist with the 3rd Infantry Regiment, the Old Guard, prior to joining the Department. Additionally, he studied Criminal Justice at Westmoreland County Community College in Youngwood, PA. He also worked as a volunteer firefighter/EMT in Upper Burrell Township, PA. Officer Horneman is assigned to work patrol in western Prince William County.
Ethan M. Hughart is a graduate of James Madison University in Harrisonburg, VA, with a bachelor’s degree in Justice Studies. His father, Major Kevin Hughart, currently serves as the Assistant Chief of the Criminal Investigations Division of the Prince William County Police Department. Officer Hughart is assigned to work patrol in western Prince William County.
Holli M. Hume served in the U.S. Air Force Reserves at Seymour Johnson Air Force Base in Goldsboro, NC, prior to joining the Sheriff’s Office. Additionally, she studied Criminal Justice at Coastal Carolina Community College in Jacksonville, NC. Her husband, Officer Christopher Hume, is currently a police officer with the Prince William County Police Department. Deputy Hume will work for the Prince William County Sheriff’s Office.
Nathaniel D. Jones studied Exercise Sports & Health Education at Radford University in Radford, VA. Officer Jones is assigned to work patrol in eastern Prince William County.
Carmen A. Quinteros is a graduate of the University of Lynchburg in Lynchburg, VA, with a bachelor’s degree in Chemistry. Additionally, she was a volleyball coach at Stonewall Jackson High School and the American Volleyball Club. She is also fluent in Spanish. Officer Quinteros is assigned to work patrol in western Prince William County.
Eliann Rivera Diaz served in the U.S. Army Reserves as a Sergeant in Puerto Rico prior to joining the Department. Additionally, she worked as a DHS Transportation Security Officer. She is also fluent in Spanish. Officer Rivera Diaz is assigned to work patrol in eastern Prince William County.
Charles T. Rygiel is a graduate of George Mason University in Fairfax, VA, with a bachelor’s degree in Criminology. Officer Rygiel is assigned to work patrol in western Prince William County.
Christian N. Smith served in the U.S. Marine Corps with the Marine Helicopter Squadron One, HMX-1, as a Sergeant prior to joining the Department. Additionally, his father, Brad Smith, is retired from the Southampton Village Police Department in Southampton, NY. He was also the Class Vice-President of the 43rd Session. Officer Smith is assigned to work patrol in eastern Prince William County.
Liam J. Spina served in the U.S. Army as a Specialist in Fort Wainwright, AK, prior to joining the Department. Officer Spina is assigned to work patrol in eastern Prince William County.
Matthew J. Stanley is a graduate of Kutztown University in Kutztown, PA, with a bachelor’s degree in Business Management. Officer Stanley is assigned to work patrol in central Prince William County.
Cody L. Whetzel is assigned to work patrol in eastern Prince William County.
Timothy W. Wolfe, Jr. served in the U.S. Marine Corps prior to joining the Department. Additionally, he was the Class President of the 43rd Session. Officer Wolfe is assigned to work patrol in western Prince William County.
Anthony E. Wurz served in the U.S. Army as a Staff Sergeant at Fort Carson in Fort Carson, CO, prior to joining the Department. Officer Wurz is assigned to work patrol in central Prince William County.
